Duties Description The Division of Program Development and Management (DPDM) in DOH"s Office of Health Insurance Programs is responsible for Medicaid program evaluation, performance management and strategic planning. This includes oversight of waivers and State Plan Amendments and policy related to medical, dental, and transportation management. The Division is also responsible for implementing, expanding and performance managing the Health Home Program and leading the transition of the Behavioral Health benefit for children and adults into Managed Care. Both the Health Home program and the integration of behavioral and physical health care under the umbrella of managed care are efforts that are critical to the success and implementation and the Medicaid Redesign Team (MRT) Action Plan The Health Program Administrator 1, G-23 position is needed to help coordinate cross-bureau assignments when assigned to multiple bureaus. The incumbent will assist with the following in DPDM: facilitate audit responses; Internal Control reporting; collection and submission of information for FOILS; assigning and assisting with responses to ECUs; preparing Managed care model contract changes; quality improvement activities; assisting with MECM and HR1 implementation; tracking of policy implementation; determining personnel priorities and working with OHIP Administration to initiate recruitment; and assisting with more complex procurements and contracts. The incumbent will assist the DPDM Director and Deputy Director in coordinating priority initiatives which may be driven by budget items, major audits and audit findings, federal or legislative inquiries, and special projects.

Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Program Administrator 1, SG-23, OR; Current New York State employee with one year or more of permanent or contingent permanent service in a title eligible for transfer to Health Program Administrator 1, SG-23, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: Flexibility; a background in several administrative areas within NYS government including contracting, procurement, recruitment, requests for information and audits; excellent communication and interpersonal skills; and willingness and ability to assist in managing multiple tasks based on program need and changing priorities.
