Duties Description The HPA 4 incumbent will assist the Director of the Bureau of Program Review (BPR), which is within the Division of Eligibility and Marketplace Integration (DEMI).
BPR performs various types of program integrity and quality control functions for New York’s public health insurance programs. This includes conducting a variety of reviews and data mining activities to evaluate whether Medicaid, Child Health Plus, Essential Plan and Qualified Health Plan eligibility determinations and enrollment practices are performed in accordance with applicable laws, regulations, and policies. Collectively, these programs provide comprehensive health insurance coverage to more than 9 million New Yorkers who enrolled in coverage via NY State of Health (NYSOH) or the state’s Welfare Management System (WMS).
In addition to managing bureau staff that perform a variety of quality control measures, the incumbent will also be expected to assist in the development and implementation of new program integrity review strategies to mitigate incorrect payments and process errors. The incumbent will be expected to skillfully collaborate with Executive management throughout the Department, the 58 local districts, the Child Health Plus plans, and numerous state and federal agencies and their contractors. They will provide technical assistance to local district, NYSOH and other stakeholder staff in conducting root cause analyses, as well as monitor implementation of corrective actions to address deficiencies.
The incumbent will assist the Bureau Director on Centers for Medicare and Medicaid Services (CMS) led workgroups involving select states. In addition, they will present at conferences which assist State, local and federal partners in exchanging ideas, developing new initiatives, and reforming existing programs.
Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 4, G-29 or M-3; OR current NYS or DOH employee with one year of permanent or contingent-permanent service in a G-27 or M-2 or higher title, deemed eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications: Preferred candidates will have:
Professional experience in public health insurance programs, including New York's Medicaid, Medicare and/or Child Health plus excellent verbal and written communication skills. Strong analytical skills, attention to detail; and organizational skills. Proficiency in Microsoft 365 (Outlook, OneDrive, Teams, Word, Excel, Visio, PowerPoint, Access). Ample management and supervisory experience. A demonstrated ability to work well independently and as part of a team while managing multiple priorities and meeting challenging deadlines. Experience using electronic data systems, such as eMedNY and NYSOH BackOffice.
