Duties Description Serve as second-in-command of an entire operation or as a manager of a significant IT program area such as networks or applications development within the organization along with one or more Assistant Directors Information Technology Services 1 and/or one or more Assistant Directors Information Technology Technical Services 1.
This position is in the Bureau of Software Platforms within the Chief Information Office.
• Provide leadership and direction to the teams within the Bureau of Software Platforms.
• Align Bureau goals with OSC’s strategic priorities while advancing the maturity of IT Service Management processes.
• Partner with peer Bureaus to deliver consistent, high quality services.
• Ensure workforce readiness with training, tools, and capacity to support reliable daily operations.
• Maintain comprehensive software, security, and compliance patching strategies to safeguard OSC systems.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

• Demonstrated management and leadership skills, including but not limited to:
o Communicating with and reporting to Executive Management.
o Strong facilitation skills to guide and direct groups toward decisions and outcomes.
o Proven experience leading small teams.
o Working knowledge of New York State procurement processes.
• Demonstrated experience in technical writing, including but not limited to:
o Evaluating written materials, requirements, and technical specifications.
o Reviewing vendor proposals and statements of work.
o Developing standards, procedures, Service Level Agreements (SLAs), and related documentation.
• Demonstrated extensive experience managing software administration functions in a large, complex technical environment, including implementation, maintenance, upgrades, and patching activities.
• Demonstrated flexibility and adaptability in environments with changing requirements, shifting priorities, and concurrent projects or assignments.
• Strong ability to work effectively within and across teams, with the capability to conceptualize, articulate, and communicate technical and operational ideas to diverse audiences.
• Demonstrated experience collaborating with vendors and consultants, including reviewing deliverables and managing performance.
• Ability to make informed recommendations and facilitate team consensus to advance initiatives, resolve issues, and support decision making.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
