Duties Description The Information Technology Specialist 3 will work for the Office of Health Insurance Programs for the Division of Chief Technology Office within the Bureau of Cloud Enterprise Modernization. The incumbent will supervise or perform Salesforce platform development activities including systems analysis, design, configuration, customization, coding, testing, debugging, and implementation supporting multiple OHIP program areas; Plan and conduct application programming design, coding, testing, and debugging activities and develop high-level conceptual designs and detailed functional specifications for Salesforce solutions; Leverage Salesforce Public Sector Solutions features and functionality to meet government and Medicaid-specific requirements; Perform business/systems analysis and design activities, meeting with users to gather requirements and align Salesforce platform capabilities with business needs; Implement enterprise information security procedures and protocols for Salesforce applications and participate in security risk reviews; Participate in the testing of Salesforce configurations and applications including developing test plans, test conditions, and validation testing; Establish and enforce development standards, coding practices, and governance policies; Supervise Information Technology Specialists 1 or 2, Information Technology Specialists 1 or 2 (Programming), and support staff engaged in Salesforce development activities and perform the full range of supervisory duties.

Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 3, 23

Transfer: Current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 21 and eligible to transfer to an Information Technology Specialist 3 under Section 52.6 or Section 70.1 of the Civil Service Law.

Preferred Qualifications: Experience with Salesforce platform development including configuration, customization, and coding (Apex, Lightning Web Components, Visualforce, Flows); experience with Salesforce Public Sector Solutions; experience supervising technical staff in a development environment; experience with enterprise information security protocols and compliance; experience with systems analysis and design methodologies; Salesforce Platform Developer or Administrator certifications preferred.
