Duties Description The Division of Operations and Systems within the Office of Health Insurance Programs requires a qualified Information Technology Specialist 3 who will carry out duties necessary to support efforts to modernize the State's Medicaid Management Information System (MMIS) (eMedNY), including, but not limited to:
- Aid in the coordination of activities between modernization efforts of the legacy system
- Help develop technical requirements for eMedNY modernization efforts
- Work closely with the DOH Chief Technology Office staff on standards for eMedNY modernization
- Analyze existing eMedNY mainframe code, stored procedures, and complex batch processes to aid in the development of a plan to move to the cloud
- Evaluate vendor deliverables, review technical specifications, and ensure milestones match DOH requirements
- Engage with the Project Management Office on in all aspects of the SDLC to ensure vendor development aligns with state objectives
- Assist in defining user acceptance testing (UAT) scenarios, quality assurance processes, and federal certification testing
- Identify risks, propose mitigation strategies, and track issue resolution across contractor teams
- Aid in overseeing the mapping and migration of historical claims and eligibility records
- Document and test comprehensive rollback plans and Disaster Recovery (DR) procedures
- Support the state through CMS certification processes, including artifact preparation and review.
- Coordinate training for state staff and end users on new MMIS modules
- Help define workflows, SOPs, and support structures for post-implementation operations.
- Analyze existing legacy MMIS processes, pain points, data structures, and system interfaces
- Aid in the development of vendor contracts and any needed procurements
- Assist with vendor Q&A, proposal evaluation matrices, technical evaluations, scoring documentation, and negotiations.
- Assist with business process mapping and modernization to align with modular, API-driven frameworks.
- Supervise and train staff as required.
Minimum Qualifications Reassignment: Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 3, 23
Transfer: Current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 21 and eligible to transfer to an Information Technology Specialist 3 under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications: - Familiarity with COBOL/Mainframe concepts (for reverse engineering) alongside modern enterprise languages like Java, .NET Core, or Python.
- Experience with DB2/Oracle, PostgreSQL, SQL Server, or NoSQL cloud databases.
- Knowledge of transaction standards (e.g., HIPAA 837 claims, 835 remittances, 270/271 eligibility inquiries).
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
