Duties Description
The ITS 4 will serve as a Solution Architect within the Chief Technology Office (CTO) of the Division of Operations and Systems, Office of Health Insurance Programs (OHIP). The incumbent supervises lower-level IRM staff engaged in systems analysis and application program development activities, defines the scope of projects, establishes detailed project plans, and sets priorities within a multi-project environment. Key responsibilities include: Define the scope, timeframe, and detailed project plans for solution architecture initiatives supporting cloud-based applications. Monitor the progress of project work plans and recommend whether to continue, modify, or redirect efforts. Design and implement enterprise-aligned technology solutions that meet stakeholder objectives and enhance overall system performance; Participate in the development and review of the multi-year technology roadmap, target-state architecture, and Medicaid Enterprise Systems (MES) vision. Participate in the development and review of IRM standards, policies, and procedures as they relate to solution architecture; Assign and reassign staff as needed to address project workload. Assist subordinate staff in technical problem resolution. Perform the full range of supervisory duties. Provide technical guidance and mentorship to project teams throughout the solution lifecycle; Schedule and direct meetings of project team(s) including agency management, users, and other IRM staff to discuss specific solution architecture projects. Consult with contractors, IV&V staff, and engineering teams. After project completion, meet with users to ensure solutions meet requirements; Write reports to IRM management identifying costs, benefits, advantages, and disadvantages of proposed technology investments. Participate in the preparation and evaluation of RFPs and RFIs; Evaluate and recommend modern trends including cloud-native systems, GenAI, and healthcare interoperability standards for use in planning and staff development activities. Coordinate solution architecture activities across multiple delivery teams.

Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 4, 25; OR current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 23 and eligible to transfer to an Information Technology Specialist 4 under Section 52.6 or Section 70.1 of the Civil Service Law.

Preferred Qualifications: Experience managing large-scale system integrations, legacy platform migrations, and COTS product support; Knowledge of Medicaid or health and human services information systems; Demonstrated supervisory experience in a multi-project IT environment
