Duties Description The incumbent will work within the Office of Health Insurance Programs (OHIP), In the Division of Data Services and Analytics under the direction of Data Research & Medicaid Innovations team lead, work with Office of Health Insurance Programs (OHIP) stakeholders to ensure that data needs are being met for CMS reporting such as Quality Strategy, 1115 Waiver, supporting HR1 research and methods and clinical review boards such as IBRAC and EBRAAC.
Synthesizes empirical research and prepares literature reviews; makes
recommendations based on best practices. Evaluates various program areas including policy, procedure, legislation, objective, and cost effectiveness.
Identifies actual or potential problem areas, trends, program accomplishments, and
additional key factors in the program being studied.
Identifies new program needs, considering agency goals and other relevant conditions
and trends, and the effects of actual or proposed legislation.
Prepares written technical reports containing the analysis and interpretation of study
findings along with recommended courses of action based on study or analysis of
findings.
Elicit requirements for data requests from programmatic stakeholders, supplemented by a deep understanding of potential data-related pitfalls
Communicate those requirements accurately and efficiently via written and spoken language to data analysts
Create, update, and maintain a Design Document outlining the basic task and analytical design associated with any data request
Draft fiscal walkdowns as needed.
The addition of an individual with these skills on the team will enable us to better meet the demand for data from our client programmatic areas and is crucial to our ability to deliver our analytics with accuracy and repeatability.
The Bureau of Data Insights and Research within the Division of Data Services and Analytics provides high-quality, data-driven services that support Office of Health Insurance Programs (OHIP) initiatives and Department of Health priorities. The Bureau conducts analyses, develops reports, and provides information that supports policy development, program evaluation, strategic planning, and operational decision-making.
The incumbent will support research, evaluation, and reporting activities related to CMS reporting requirements, including Quality Strategy reporting, 1115 Waiver initiatives, HR1-related research and analyses, and clinical review boards such as IBRAC and EBRAAC. The position will work closely with OHIP stakeholders to document information needs, support analytical activities, evaluate programmatic and policy issues, and develop research-based findings and recommendations to inform program operations and decision-making.
Minimum Qualifications Reassignment:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialist 1, G-18.
Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Program Research Specialist 1, G-18, Program Research Specialist Trainee 1, NS, or Program Research Specialist Trainee 2, NS.
NY HELPS:
Program Research Specialist Trainee 1:
A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics.
Program Research Specialist Trainee 2:
A bachelor’s degree including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics, and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data.
Program Research Specialist 1:
A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations
Substitution:
A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics may substitute for one year of experience.
Preferred Qualifications: Knowledge of the New York State Medicaid program and CMS reporting requirements preferred. Experience conducting research, analyzing programmatic information, preparing technical reports, and working with stakeholders to document information and reporting needs is preferred.
