Duties Description The Human Resources Specialist 2 serves as a senior human resources professional responsible for overseeing the agency’s Human Resources Information Systems (HRIS) and personnel transactions program. The incumbent supervises staff responsible for processing personnel transactions and provides technical expertise to ensure the timely, accurate, and compliant administration of personnel actions for approximately 9,000 employees statewide.

Duties include, but are not limited to:

• Supervise Human Resources Specialists and support staff responsible for processing personnel transactions, including appointments, promotions, transfers, reinstatements, salary changes, leaves of absence, separations, position changes, and other employee lifecycle actions.
• Oversee the accurate processing of personnel transactions utilizing statewide HR systems, including NYSTEP, PayServ, Position Management, and other applicable Human Resources Information Systems.
• Review and approve complex personnel transactions to ensure compliance with Civil Service Law and Rules, Department of Civil Service policy, Office of the State Comptroller requirements, negotiated collective bargaining agreements, and agency policy.
• Provide technical guidance and consultation to agency leadership, regional human resources offices, supervisors, managers, and employees regarding personnel transactions, appointments, salary administration, position management, and HRIS processes.
• Develop, implement, and monitor quality assurance procedures to ensure the integrity, accuracy, and timeliness of personnel transactions and employee records.
• Analyze HRIS and personnel transaction data to identify trends, recommend operational improvements, and develop solutions to improve efficiency, customer service, and internal controls.
• Research and resolve complex personnel transaction issues by coordinating with the Office of the State Comptroller, Department of Civil Service, Business Services Center, and other control agencies as appropriate.
• Develop and maintain standard operating procedures, desk guides, training materials, and business process documentation related to personnel transactions and HRIS administration.
• Lead or participate in the implementation of new HR systems, business process improvements, technology enhancements, and statewide initiatives affecting personnel administration.
• Monitor workload, establish priorities, assign work, and evaluate staff performance to ensure operational objectives and customer service standards are achieved.
• Conduct audits of personnel records and HRIS data to ensure compliance with applicable laws, regulations, and agency internal controls.
• Develop reports, dashboards, and management metrics related to personnel transactions, workload, timeliness, and organizational performance.
• Collaborate with Payroll, Classification, Staffing, Benefits, Labor Relations, Employee Relations, Information Technology, Finance, and agency leadership to support agency-wide human resources initiatives.
• Perform the full range of supervisory responsibilities, including employee development, performance management, coaching, and training.

52.7 Non-Competitive Promotion (NCP) Qualifications:

As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Human Resources Specialist 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the two most recent Human Resources Specialist 2 examinations.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.1 Transfer Qualifications:

Preferred Qualifications:

• Experience supervising personnel transaction or HRIS staff.
• Experience utilizing NYSTEP, PayServ, Position Management, or comparable enterprise HR systems.
• Knowledge of Civil Service Law and Rules, State Personnel Management Manual (SPMM), payroll administration, personnel transactions, and records management.
• Experience analyzing data, developing operational metrics, and implementing process improvements.
• Strong analytical, organizational, interpersonal, and written communication skills.

Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
