Duties Description This position will be a Health Program Administrator 1 in the Adult Care Facility (ACF) and Assisted Living (AL) Licensure Bureau within the Center for Long-Term Care Licensure, Planning, and Finance. Duties may include, but are not limited to:
• Review and make recommendations on project applications for ACF and Assisted Living Program (ALP) licensure and certifications, which include working with applicants to obtain all required information/schedules.
• Perform licensure reviews, which includes character & competency reviews. Notify appropriate parties as necessary through the New York State Electronic Certificate of Need (NYSECON) system.
• Track through the review and approval process and provide status reports as requested.
• Respond to questions from applicants, consultants, and associations through the Bureau Mail Logs and NYSECON.
• Analyze ACF and assisted living resources in geographic areas to assist with the determination of public need and other resource needs.
• Research ACF and assisted living data for reporting purposes and policy development.
• Assist with the development of surveys, data collection and tracking information for the purposes of planning activities and/or development of policy or procedure recommendations.
• Develop policies and procedures for the review and coordination of reviews of applications.
• Revises application materials as needed based on revised policies and procedures.
• Assist with the development of the ALP request for applications; key team member for the reviews of applications received.
• Draft the Annual ALP Report.
• Collaborate and coordinate with other Bureaus, Regional Offices, and DOH staff on projects as needed.
• Attend meetings and provide updates to Supervisor and other management staff as requested.
• Supervise staff and monitor their work, including training and performance evaluations; and
• Other duties as assigned.
Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one or more years of permanent or contingent-permanent competitive service in a salary grade at or above G21 and eligible for transfer via Section 52.6 or Section 70.1 of the NYS Civil Service Law.
Preferred Qualifications: Excellent organizational, written, interpersonal, and communication (written and verbal) skills and strong attention to detail. Experience with Microsoft Office Suite and working knowledge of systems such as Health Commerce System, NYS Electronic Certificate of Need, Health Facilities Information System, SharePoint. Experience or knowledge of Adult Care Facility and Assisted Living programs and/or licensure and certification of Department of Health-regulated facilities. Experience working on a team, and with providing technical assistance to both internal and external stakeholders. Experience with the supervision of staff and evaluating performance.
