Duties Description The Senior Budgeting Analyst will report directly to the Associate Budgeting Analyst, SG-23 and will be assigned to the Finance Bureau. Duties may include, but are not limited to:


Track and monitor revenue and expenditures across various funds.

Prepare complex fiscal analyses, budget journals, and cash projects to ensure the agency operates within allocated funding limits.

Generate expenditure reports and provide actionable recommendations to senior staff regarding budget variances or funding shortfalls.

Liaison with vendors and control agencies in the execution of complex procurements and contracts.

Resolve issues identified by agency staff, control agencies, or vendors occurring in contracts, RFPs, IFBs, RFQ’s, RFI’s, Sole/Single Source Procurements, or other related financial documents.

Track funding allocations and expenditures.

Communicate with various levels of agency staff (including executive staff), vendors, and control agencies including Office of the State Comptroller, Statewide Financial Services (SFS) and Business Service Center via e-mail, phone, WebEx, chat, or in-person, to answer questions, provide information and resolve problems or issues related to agency procurements and purchases.

Minimum Qualifications Permanent Competitive Appointment: To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***
To be considered for a Permanent Non-Competitive appointment through NY HELPS***, or 55 b/c, candidates must meet the minimum qualifications for this position.

The qualifications are:

Budgeting Analyst Trainee 1, NS EQ SG 14:
Four years of experience in budget estimation, justification, and expenditure control functions.

The advanced placement qualifications are:

Budgeting Analyst Trainee 2, NS EQ SG 16:
Five years of experience in budget estimation, justification, and expenditure control functions.

Senior Budgeting Analyst, SG-18:
Six years of experience in budget estimation, justification, and expenditure control functions.

NOTE: At the agency’s discretion, advanced placement to the Trainee 2 or journey level may be possible depending on education and pending Civil Service.

Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Subsequent 55-b/c Qualifications:

A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service as a Grade 12 or higher and have a current Civil Service 55-b/c letter of eligibility. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Reassignment Qualifications:

Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Senior Budgeting Analyst or Budgeting Analyst Trainee 1/2.

52.6 or 70.1 Transfer Qualifications:

In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:


NY HELPS PROGRAM***:
***For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

The qualifications are:
Budgeting Analyst Trainee 1, NS EQ SG 14:

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Depending on each applicant's experience and/or current salary if already employed by New York State, the appointment may be made to the Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or the Senior Budgeting Analyst titles. Included below is a breakdown of the salary at each level of the traineeship.
