Duties Description Under the direction of the Director of Historic Preservation Services, the incumbent of the Public Buildings Manager 3, will manage facility/building operations of Peebles Island State Park to ensure the continued safety, functionality and historical integrity of the buildings and complex. Duties include but are not limited to:

• Coordinating with the Division of Historic Preservation to ensure compliance with restoration requirements and that repairs and alterations do not jeopardize the historic value of the site or assets.
• Navigating specialized challenges including lead paint, asbestos testing, and mold mitigation within high-value/sensitive collections.
• Serving as the primary on-site contact for capital campaign(s).
• Overseeing diverse facility & construction projects.
• Scheduling preventive maintenance or repairs, initiating work orders, and inspecting completed work for quality and safety control.
• Operating heavy equipment such as skid steers, tractors, dump trucks, plows, and lawn mowers.
• Assisting with security alarm access, emergencies, fire suppression, health and safety matters.
• Attending Regional Business Office and other position-related meetings.
• Managing critical systems including fire suppression and security alarm access.
• Performing the full range of supervisory duties, including time and attendance, counseling and labor relations matters, performance evaluations, probationary reports, and staff training.
• Supervising the daily activities of both contracted and state employees engaged in grounds maintenance, building maintenance, custodial services, security services, and facility staff.
• Conducting PPE safety training.
• Assisting in developing contracts for goods and services and monitor deliverables to ensure contract compliance.
• Overseeing the procurement of supplies, materials, and equipment for the facility.
• Determining and evaluating budgetary needs based on facility expenditures and capital projects.
• Conducting inspections to ensure site fire and emergency safety, security, maintenance, and comfort standards are met.
• Enforcing state building codes, safety protocols, and regulations.
• Overseeing maintenance of vehicles.
• Preparing reports, implementing policies and procedures, and ensuring all policies and procedures are followed.
• Performing other duties as assigned.

NY HELPS or 55-b/c Qualifications:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Six years of experience* managing an occupied building with a gross square footage of at least 250,000 or a complex of occupied buildings totaling at least 300,000 square feet, at least two of which must have included supervision of service contractors or in-house staff, including plumbers, electricians, carpenters, and other skilled trade people. This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection.

An associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of the general experience; or a bachelor’s degree in the above fields may substitute for three years of the general experience.

*NY HELPS PROGRAM:

For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status.
