Duties Description The Long Term Care Sustems Specialist 2 HLTH, assigned to the Office of Health Insurance Programs in the Division of Health Plan Contracting and Oversight, will support the Bureau of Managed Long Term Care on the Survey/Compliance team. This position includes but is not limited to the daily activities related to ensuring Managed Care Organizations in New York State compliance with the regulations, statutes, and the Medicaid Contract. Specific duties include: Collaborate with various survey partners to facilitate a Managed Care survey; Participate in the survey process from scheduling to closure; Review and issue survey related results and correspondence; Assist in developing Survey Tools; Participate in External Quality Review Organization (EQRO) Focus Surveys designed to test and confirm access to care; Assist in the development of Policy and Procedures, surveillance methodology, tools and protocol; Assist in interpreting and clarifying policy guidelines; Communicate with Managed Care Organization staff and management regarding DOH policy changes, guidance, or other applicable correspondence; Communicate with other DOH bureaus or State partners where applicable; Daily supervision of professional staff to ensure efficiency and accuracy of work assignments; Special Projects and other related duties as assigned.
Minimum Qualifications Reassignment:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Long Term Care Systems Specialist 2 (Health).
Permanent Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 70.1 of the Civil Service Law to a Long Term Care Systems Specialist 2 (Health).
Provisional Appointment:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: One year of permanent service as a Long-Term Care Systems Specialist 1 (Health).
If three or fewer New York State Department of Health (DOH) promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion (NCP) under the provisions of Section 52.7 of the Civil Service Law.
NY HELPS:
Seven years of experience* administering or analyzing disability, aging, health, or social service programs for older adults, four years of which must have been in the development, delivery, or monitoring of long term services and supports.
*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; and a master’s degree may substitute for five years of experience.
Preferred Qualifications: Working knowledge of Microsoft Office Applications.
