Duties Description The New York State Education Department's (NYSED) Office of Adult Career and Continuing Education Services (ACCES) is seeking candidates for a Manager Educational and Vocational Services Coordination 1 position in the Albany VR Central Office. The incumbent will oversee the Service Delivery Unit within ACCES, providing statewide leadership and support to ensure effective program delivery and compliance. The manager will supervise key programs and initiatives, manage contracts and vendor relationships, and provide technical assistance to support ACCES-VR vendors and staff. Duties of this position include, but are not limited to, the following:

• Oversee the operations and functions of the Service Delivery Unit, ensuring alignment with ACCES-VR's mission and objectives;
• Manage programs including, Freedom of Information Law (FOIL) requests for ACCES-VR, Social Security Administration (SSA) Ticket to Work program, New York State Readers Aid program, and New York State Industries for the Disabled, Inc (NYSID);
• Develop, maintain, and renew contracts and vendor agreements to meet ACCES-VR needs, ensuring timely renewals and compliance with service deliverables;
• Monitor vendor performance, provide technical assistance to vendors and staff, and ensure understanding and achievement of contractual obligations;
• Oversee the performance of contracted and purchased services, ensuring adherence to quality standards and timelines;
• Analyze vendor and program performance metrics and address areas needing improvement;
• Prepare regular reports for senior leadership regarding vendor utilization and program effectiveness;
• Collaborate with district office staff, vendors, and external stakeholders to enhance service delivery and address emerging needs;
• Facilitate communication and problem-solving between district offices and vendors to ensure smooth operations and service quality;
• Ensure unit activities comply with federal and state regulations, policies, and procedures; and
• Provide guidance and support to ACCES-VR staff and external vendors regarding program requirements, service delivery standards, and best practices.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service in/as an Assistant District Manager Vocational & Educational Services, and Associate Vocational Rehabilitation Counselor.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Manager Educational & Vocational Services Coordination 1 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 40% in-state/Statewide travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $118,388 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
