Duties Description Under the general direction of the Technology and Innovation Director, the Business Systems Analyst 3 leads business analysis for large projects and series of smaller related projects within the Technology and Innovation Division and performs the full range of supervisory responsibilities for a staff of Business Systems Analysts 1 and 2. Duties include but are not limited to:
• Perform the full range of supervisory responsibilities for a staff of Business Systems Analysts 1 and 2, including assignment and review of work, approval of time and attendance, timely performance programs and evaluations, and staff development.
• Plan, organize, and assign staff to research, gather, and evaluate information system or business process requirements.
• Review and write requirements for the future or "to-be" state of IT systems or business processes for the more critical projects.
• Analyze the current or "as-is" state of business processes and functions, including process models.
• Communicate business process requirements to IT staff, program staff, and stakeholders, translating business information into technical terms and concepts.
• Work collaboratively with Project Managers to align business analysis activities with project schedules, scope, and deliverables, and to escalate requirements risks and dependencies that affect project timelines.
• Analyze the impact of changes to IT system requirements or business processes and evaluate project timelines and priorities.
• Encourage stakeholders to resolve issues with design specifications before implementation.
• Monitor system testing and assess the impact of errors on system functioning during and after implementation.
• Schedule and assign staff to write system documentation and to train users on new IT system or business process functions.
• Review documentation, reports, and recommendations prepared by staff.
• Perform enterprise analysis, business intelligence, and portfolio and IT governance activities.
• Develop, communicate, and maintain business analysis methodology and standards to promote a consistent approach across the agency, and promote business analysis organizational maturity.
• Escalate critical issues and provide recommendations for resolution to senior leadership.
• May perform all the duties of a Business Systems Analyst 2

Preferred Qualifications
• Experience eliciting requirements from program staff and analyzing them for gaps, conflicts, and downstream impact, then recommending a solution approach to management.
• Experience writing business and functional requirements for enterprise systems, including use cases, acceptance criteria, business rules, and data flow diagrams.
• Experience analyzing current state processes and recommending redesigned workflows, including the tradeoffs between configuration, customization, and process change.
• Experience supervising or leading business analysts across multiple concurrent projects and reviewing their analytical work for quality and completeness.
• A solid understanding of technical concepts and systems
• Experience coordinating user acceptance testing, assessing defect severity, and advising on release readiness.

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Business Systems Analyst 3; if you have less than one year, you must be reachable on the current Business Systems Analyst 3 eligible list for this location, if one exists.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Business Systems Analyst 2. If 3 or fewer qualified Department of Labor Business Systems Analyst 2 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Business Systems Analyst 2 without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 23 or higher determined to be administrative by Civil Service.
Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
