Duties Description Under the direction of the Compliance Specialist 2 (CS2), the Compliance Specialist 1 (CS1) is responsible for monitoring, evaluating, and ensuring compliance with Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) program requirements, policies, and applicable State laws and regulations. The position supports the New York State Thruway Authority's efforts to promote equitable participation of certified MWBE and SDVOB firms in contracting opportunities and ensures that contractors meet established utilization goals and reporting requirements. Duties of this position will include, but are not limited to the following:

• Review construction, professional services, commodities, and/or service contracts to establish appropriate MWBE and SDVOB participation goals.
• Analyze scopes of work and identify subcontracting opportunities for certified MWBE and SDVOB firms.
• Review and evaluate utilization plans, waiver requests, and contract modifications for compliance with program requirements.
• Monitor contractor compliance and progress toward approved participation goals throughout the life of contracts.
• Conduct desk audits and compliance reviews of contractors and subcontractors.
• Provide technical assistance and training to contractors, consultants, and authority personnel regarding MWBE and SDVOB requirements.
• Maintain compliance databases, tracking systems, and supporting documentation.
• Prepare reports, correspondence, analyses, and presentations related to compliance activities.
• Investigate potential non-compliance issues and recommend corrective actions.
• Assist with outreach initiatives designed to increase participation by certified MWBE and SDVOB firms in Thruway Authority contracting opportunities.
• Coordinate with procurement, legal, engineering, finance, and project management staff to support contract compliance objectives.
• Provide support to the Director of the Office of Compliance on MWBE and SDVOB marketing, outreach, compliance, and project management oversight, as necessary.
• Complete projects, tasks and other duties as assigned by the Director of the Office of Compliance and/or Chief Procurement Officer.

Minimum Qualifications Six years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector.


Substitutions: A bachelor s degree may substitute for four years of experience. A master's degree may substitute for five years.


Preferred Qualifications:
• Experience with MWBE, SDVOB, EEO, supplier diversity, procurement, contract administration, or compliance programs.
• Knowledge of New York State Executive Law Article 15-A (MWBE) and Article 3 of the New York State Veterans' Services Law (SDVOB).
• Experience reviewing contracts, utilization plans, compliance reports, and other related documentation.
• At least three (3) years of professional experience in compliance, procurement, contract administration, auditing, supplier diversity, or a related field.
• Experience working within a government agency, public authority, or similarly regulated environment.
• Demonstrated ability to analyze information, identify discrepancies, and recommend corrective actions.
• Strong attention to detail and exceptional organizational skills.
• Effective written and verbal communication skills.
• Ability to work independently and as part of a collaborative team environment.
• Proficiency with Microsoft Office Suite, including Excel, Word, and Outlook.
• Understanding of compliance principles and business processes.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $65,391 hiring rate up to $90,573 job rate
Recruitment & Retention Pay: $7,000
