Duties Description As a Senior Unemployment Insurance Referee within the Unemployment Insurance Appeal Board the incumbent will perform the following duties, but not limited to:
Supervises and coordinates activities of Unemployment Insurance Referees.
Assigns cases based on issues involved or special skill or knowledge required.
Severs or consolidates cases prior to scheduling, where the interests of justice will be served.
Designates Referees to act upon application to reopen cases.
Ensures adherence to hearing schedules.
Attends and/or reviews hearings periodically to observe and evaluate Referees’ performance.
Informs Referees of precedent setting decisions and changes in policy by holding meetings and distributing information.
Periodically reviews decisions rendered by subordinates.
Determines whether issues are properly disposed of in accordance with law and precedent.
Conducts hearings and renders decisions in complex or policymaking cases.
Communicates with parties to hearings on UIAB policies, rules, regulations and procedures.
Performs quality assurance tasks to ensure that UIAB adheres to qualitative standards.
Advises management of legal or procedural issues that may impact operations.
Conducts and participates in the development of training programs.
Oversees office management to ensure adherence to UIAB procedures and
recommend changes to policies and procedures to management.

Minimum Qualifications Non-Competitive Qualifications:
Admission to the NYS bar and three years of post-licensure professional legal experience including one year of service as an Unemployment Insurance Referee.
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Competitive Qualifications:

Admission to the New York State Bar and current registration to practice Law in New York State is necessary for continued employment. Disbarment or loss of registration shall result in termination or suspension of employment.
Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Senior Unemployment Insurance Referee; if you have less than one year, you must be reachable on the current Senior Unemployment Insurance Referee eligible list for this location, if one exists.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 25 or higher determined to be administrative by Civil Service.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a UI Referee. If 3 or fewer qualified Department of Labor UI Referees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified UI Referee without further examination.

Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
