Duties Description This position will principally serve as a liaison between the Division of Data Management, Analysis, and Research and other programs within the Office of Primary Care and Health Systems Management, Center for Strategic Health Initiatives, including the Bureau of Patient Advocacy and Wellbeing, New York Patient Occurrence Reporting and Tracking System (NYPORTS), Gestational Surrogacy Program, and Material Transactions. Functions of this role include: Identifying and carrying-out research and analytical needs of programs, including but not limited to: (1) performing statistical analyses and identification of trends relating to adverse events reported to the New York Patient Occurrence Reporting and Tracking System, (2) collaborating with the Office of Health Insurance Programs, Financially Distressed Hospital bureau and executive leadership to identify hospitals at risk of closure or service line reductions and assist in predictive analyses relating to such closure impacts on the health care market and patient care patterns, and (3) conducting an assessment on impacts to health care costs, access, competition, and health equity as a consequence of health care transactions reported under the Material Transactions law at Public Health Law Article 45-A, which may include assisting with reviews of Material Transaction notices. Additionally, the individual filling this position will be responsible for identifying program modernization needs and solutions thereto, including but not limited to creation of electronic data collection forms and other data collection improvements and enhancements to internal and external data reporting, and coordinating implementation of such reforms on behalf of program staff. Additional position duties will include: conducting research and analysis to assist in the development of state budget proposals and regulatory reform, and assisting with ongoing quarterly, monthly, and annual reporting conducted by Division of Data Management, Analysis, and Research.
Minimum Qualifications Seven years of experience where your primary duty was performing two of the five activities below:
- Health services research and analysis of health care systems resources, beds, services allocations, or processes of care.
- Demographic or economic analysis for projecting need for health care facilities and services.
- Analysis of health care resources, staffing needs, usage patterns, health services quality, or patterns of clinical care.
- Health care policy development and analysis on a statewide, regional, or county basis.
- Preparation or review of CON applications in a State regulated health care facility or governmental agency.
Substitution: An associate degree may substitute for two (2) years of experience; a bachelor’s degree may substitute for four (4) years of experience; a master’s degree may substitute for five (5) years of experience; and a doctorate may substitute for six (6) years of experience.
Preferred Qualifications: Advanced degree in public health, health administration, or health policy preferred. Experience conducting research and analysis for policy development, as well as experience with regulatory development strongly preferred.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
