Duties Description Reporting to the Deputy Commissioner for Administration, the Director, Human Resources 3 serves as the Department’s senior human resources operational leader and is responsible for oversight of all aspects of Human Resources, including advancing the Department’s transformation initiatives. This position will play a critical role in operationalizing the Department’s transformation vision by standardizing human resources practices, strengthening workforce planning and leveraging data and innovation to advance the Department’s mission. The Director oversees all aspects of Human Resources, including staffing, classifications, recruitment, employee relations, agency training and development and time and attendance, as well as bear responsibility for broader Human Resource functions, including, exam administration, reasonable accommodations, reporting demands, succession planning, diversity and inclusion efforts, reviewing State and federal laws and managing associated internal policy changes, and other Human Resources related initiatives. Duties include but are not limited to:

Overseeing and directing subordinates to ensure that the agency recruits, develops, and maintains a competent workforce to achieve its goals and objectives.

Overseeing an effective employee relations program and the administration of discipline and grievance procedures.

Managing workforce succession planning, organizational development strategies, leadership development, and program restructuring through the implementation of documented knowledge transfer strategies.

Representing the Department in meetings, workgroups, committees, and other forums related to recruitment, retention, and employee relations.

Overseeing an effective Reasonable Accommodations program, ensuring that all policies and procedures are followed.

Serving as an advisor to the Executive Office on human resources issues such as labor relations and workforce planning, ensuring that initiatives are carried out in a timely and effective basis.

Leading strategic planning efforts by utilizing human resources analytics to create and maintain an enterprise approach to managing government and serving as a link between program staff and employees.

Providing expert advice on development, implementation, and evaluation of the Department’s needs and mission.

Assisting in the development of the department’s Equal Opportunity, Affirmative Action (EEO/AA), Diversity & Inclusion plan, and health & safety plan, and ensuring that robust employee development opportunities for all employees are being created and implemented.

Directing and supervising staff to set priorities, plan, organize, direct the work of these programs, to develop and implement operational policies, and direct the development and implementation of unit performance measures.

Developing and overseeing a robust agency wide employee training program.

Establish performance metrics to evaluate human resources service delivery within the agency, identify improvement opportunities and measure outcomes.

Assisting the Office of Financial Administration with developing Division budgets and staffing plans.


Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Director Human Resources 3.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

PROVISIONAL QUALIFICATIONS:

Based on the results of the canvass of the current eligible list for this position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Director Human Resources 3 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are: One year of permanent, contingent-permanent or 55b/55c service at M-1 or higher in a human resources, training, or labor relations title.

NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:

The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.

The minimum qualifications for NCP appointment are:
One year of permanent, contingent-permanent or 55b/55c service at M-1 or higher in a human resources, training, or labor relations title.

PREFERRED QUALIFICATIONS:

Experience in overseeing Recruitment, Classification, Exam Planning, Performance Management, and Labor Relations.

Experience leading organizational transformation, business process redesign or enterprise change management initiatives.

Experience in developing and implementing human resource policies and standard operating procedures.

Ability to proactively manage multiple priorities in a fast-paced environment and adapt to changing needs and issues.

Solid organizational skills with demonstrated ability of managing sensitive issues while remaining fair and equitable acting with discretion and objectivity.

Strong interpersonal skills with the ability to communicate and develop trusting relationships with staff at all levels (including senior executive staff) within and outside of Civil Service, including but not limited to the Office of General Services(OGS)Center for Recruitment in Public Service.
