Duties Description The incumbent will serve as the Assistant Director of the Bureau of Gambling Services and Supports and support the Bureau Director in managing the OASAS Gambling portfolio including monitoring the budget and direct services and supports provided across the OASAS continuum of care. Duties include but are not limited to:
• Provide oversight in collaboration with regional office of the 7 Regional Gambling Resource Centers
• Provide oversight for the adherence of Part 857 Gambling and Recovery Treatment regulations in obtaining a designation on operating certificates for treatment providers
• Update OASAS regulations for inclusion of gambling services and support as appropriate
• Provide oversight into collaboration with the Bureau of Recovery related to the inclusion of gambling recovery supports into all OASAS recovery community-based programming
• Assist the Bureau Director in the development and implementation of the annual budget and yearly priorities for gambling services and supports including ensuring there are measurable outcomes
• Collaborate with the Bureau of Research and Evaluation to ensure that all programming priorities have measurable outcomes and support all data and evaluation priorities in the Bureau
• Lead the development and monitoring of any procurements to expand services and support and provide oversight of these new contracts in collaboration with other OASAS Divisions
• Collaborate with other OASAS Divisions and state agencies as applicable in addressing and supporting cross collaboration for expanding gambling harms education and support services
• Monitor all Federal legislation proposals for dedicated funding for gambling and future SAMHSA oversight for gambling services and supports
• Monitor all state legislation related to the expansion of gambling in NYS and/or additional funding that may be added to the OASAS gambling services fund
• Participate in state and national consortiums related to gambling services and support as appropriate
• Supervise staff
• Other duties as assigned
*Some travel required – approximately 20%
Minimum Qualifications Permanent status as an Addictions Program Specialist 4 and interested in transfer; or reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 4; or eligible to transfer via Section 52.6 of the Civil Service Law (i.e. Associate Budget Examiner, Chief Budgeting Analyst, Principal Administrative Analyst, Principal Municipal Financial Analyst and other titles).
Additional Comments * The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
