Duties Description Administration of the OALTC Data Lake & Pipeline Architecture
• Direct the end-to-end design, implementation, and scaling of the OALTC enterprise data lake and its underlying data pipelines.
• Oversee the ingestion, automated transformation, loading (ETL/ELT), and orchestration of massive volumes of multi-source healthcare, demographic, and operational data.
Public Data Feeds & Transparency Initiatives
• Oversee the development and maintenance of automated outbound data pipelines and governance controls for public-facing portals (specifically Health Data New York [HDNY] and the Nursing Home Profile Page).
• Ensure timely, accurate, and public-ready data releases.
Data Stewardship & Governance
• Serve as the primary OALTC Data Steward.
• Establish and enforce policies, data dictionaries, quality standards, master data management, and compliance protocols (including HIPAA, CMS regulations, and NYS confidentiality laws) across all internal databases, clinical feeds, and public assets.
Minimum Data Set Database Management & Inter-Agency Collaboration
• Direct the integration, management, and secure architecture of Minimum Data Set (MDS) databases used by the Office of Health Insurance Programs (OHIP) and the Office of Health Services Quality Analytics (OHSQA).
• Ensure seamless, compliant cross-office data sharing, historical tracking, and clinical assessment data integrity for long-term care reimbursement and quality oversight.
Strategic Leadership & Team Management
• Manage a technical team of data engineers, pipeline developers, and database administrators.
• Set bureau priorities and coordinate cross-divisional data initiatives.

Minimum Qualifications Non-competitive: nine years of experience* in data visualization, and statistical models and data mining tools.

*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications: The incumbent will have experience in data collection and providing technical support for data submitters. They will have experience overseeing a team responsible for conducting critical tasks on a daily basis, ensuring these tasks are completed in an accurate and timely manner. They will be able to function independently and prioritize and handle multiple responsibilities. The incumbent will be proficient in data aggregation, data cleaning, general-purpose programming languages (SAS, Python, R, and SQL), and data quality control techniques.
