Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of Manager Information Technology Services 2, SG-29, within the Dedicated Support Division, Department of Corrections and Community Supervision (DOCCS) Bureau and Section, the incumbent will oversee the operation and maintenance of over fifty (50) applications and manage the teams of COBOL developers maintaining them.
Specific duties include, but are not limited to:
• Oversee staff performing the full application development life cycle including requirements gathering, analysis, design, coding testing, implementation, and support.
• Oversee the resolution of high severity incidents.
• Provide backup as needed for IT Specialist 3 and IT Specialist 4 employees resolving issues outside business hours through Emergency Escalation rotation.
• Collaborate with other staff as needed to ensure that documentation provided meets the needs for development staff to complete their work.
• Collaborate with staff as needed to ensure that applications adhere to the relevant technology standards.
• Report out, both in writing and orally, the status of projects, enhancements, and defects to Bureau management.
• Analyze and implement programming standards for staff to adhere to.
• Ensure that projects are adequately staffed, and work is delivered per the project schedule.
• Identify staffing and skills gaps.
• Mentor staff members, providing training and growth opportunities.
• Perform the full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG-27/M2, OR in a position at the SG-25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Candidates must be reachable on the current eligible list for this title in order to be list appointed.

o Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Fingerprinting and a background check is required for employment with ITS.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $4,000 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $2,000 adjustment location pay.
