Duties Description The New York State Education Department’s (NYSED) Office of the Chief Financial Officer is seeking candidates for an Education Finance Specialist 2, SG-23 position in the Office of State Aid. Duties of this position include, but are not limited to, the following:
• Work in a team-based environment to model school aid projections;
• Modeling and analyzing school aid proposals and formulas relative to the financing of P-12 education;
• Analyze school district trends in revenues, expenditures, student counts and wealth measures;
• Research, provide analysis, and assist in the production of publications regarding issues in school finance;
• Check data tables for accuracy and perform validation and quality checks on fiscal data to resolve problems;
• Review quarterly databases to serve as the basis for aid projections to be released to the Division of the Budget and Legislature;
• Provide technical assistance to school districts for the ESSA/School Level Finance Survey;
• Work with state aid staff to support implementation of new aid calculations, SAMS work, and any future system work. Train and share expertise with new and existing staff; and
• Supervise Education Finance Specialist 1 staff.

Minimum Qualifications Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Finance Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed in the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointments, candidates must be a current New York State Education Department employee AND have One year of permanent competitive or non-competitive service as an Education Finance Specialist 1, Senior Accountant or Senior Budgeting Analyst, Budgeting. Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Preferred Qualifications: This position requires the incumbent to be comfortable in an environment where accuracy and attention to detail are critical. Proficiency with Excel is preferred. Candidates must be willing to learn new computer programs/applications. Knowledge of state aid/education finance is desired.


Additional Comments This will be a contingent permanent or temporary provisional appointment. Provisional candidates must take the examination for Education Finance Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
