Duties Description The incumbent will oversee the construction portfolio for projects at the New York State Capitol and Empire State Plaza. This will require daily supervision and coordination, as well as long-term strategic planning. The incumbent will be responsible for engaging with high-level agency representatives, department heads, and officials. The incumbent must be able to effectively communicate with both internal and external stakeholders across all levels and across multiple units and agencies. This will require a high level of discretion and professionalism.
Incumbent works with representatives of major occupants, OGS Division of Real Estate (DRE), and Design and Construction (D&C), to coordinate upcoming and active construction projects at the New York State Capitol and Empire State Plaza.

a. Maintain constant communication with Client (OGS DRE) Leadership Team and OGS D&C Executive Level Staff to provide status updates of projects under construction, projects in the design phase, future project requests, and assist in getting answers to technical construction questions and warranty issues that are brought up; for projects at the Capitol, Cultural Education Center (CEC), and Empire State Plaza (ESP).

b. Maintain high level communications/relationships with NYS Police, City of Albany Traffic Control, Police Department, Fire Department, and City & Sewer Department Directors to facilitate OGS D&C project coordination.

c. Maintains effective and frequent communications with:
i. Director of Plaza Operations, Utilities, State Fire OGS Events, as necessary, in coordination of OGS D&C projects.
ii. Albany Utilities Director’s to coordinate steam, power, and HVAC shutdowns needed to facilitate OGS D&C projects.
iii. NYS Assembly, Senate Operations Directors, Division of Budget, and Governor’s office personnel to facilitate OGS D&C projects.
iv. OGS DRE Safety Officer to assist with any health-related concerns associated with OGS D&C projects.

d. Communicates with the building occupants in conjunction with OGS DRE to ensure their understanding of proposed project and work/inconveniences required to complete the project.

e. Maintains ongoing contact with project team during design and construction phases to ensure compliance with the contract documents as well as change management coordination.

f. Recommends and coordinates action as appropriate to resolve any impediments to timely project completion.

g. Provide updates of construction projects within OGS D&C Construction (see next section)

Incumbent works with OGS D&C Division of Design and Construction to verify all construction work at the Capitol, CEC, and ESP is being performed in accordance with DRE’s policies/direction, and that updates to these projects are communicated with the OGS D&C Executive staff and client, DRE.

a. Be prepared to update the OGS D&C executive staff and OGS Commissioner to answer questions or attend site visits to active construction projects to effectively communicate the work being performed.

b. Reviews each project to ensure minimum noise, construction material service disruption, and agency inconvenience through project completion. Ensure a secure site and proactively provide options to reduce noise, dust, or other construction activities that may generate complaints from occupants and/or visitors of the Capitol, CEC, and ESP.

c. Have a strong working knowledge of the innerworkings of the Capitol, CEC, and ESP infrastructure, upcoming events and known problems the building managers have experienced in the past. Work with both OGS D&C and design consultants to get these items upfront in preparing construction documents and assist in identifying potential issues or conflicts.
i. For upcoming projects: Understand the logistics of what is required to get project completed, provide feasibility of the proposed construction and effectively communicate with D&C design team and consultants to get required coordination and specialty work items included in Contract Documents. Verify on-going projects and those in bid/award phase will not impact the proposed project or provide recommendations to when projects should be bid/awarded to avoid potential conflicts.
ii. For on-going projects: Routinely communicate with the Area and Regional Supervisor, the project team, and OGS design to review project status and schedules to know work plan and assist them in coordinating the upcoming activities with Empire State Plaza Events, Building Managers, Grounds department, Parking Services, Maintenance shop, as well as building maintenance personnel to avoid potential delays.

d. Investigate client emergency projects when declared to determine if it falls under Emergency Project criteria and if not recommend alternative contracting mechanisms such as existing unit price contracts, JOCS, Q, or 40000 series projects.

Operational Needs:
• Travel may be required (approximately 25%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.



Minimum Qualifications Bachelor’s degree and five years of relevant experience. *

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred qualifications include:
• Experience with OGS Design and Construction contracts and contracting mechanisms.
• Knowledge of the interworking of the Capitol, Cultural Education Center, and Empire State Plaza infrastructure.
