Duties Description The New York State Education Department’s (NYSED) Office of Information and Reporting Services (IRS) is seeking candidates for a Data Analyst 2 position. Reporting to the Unit Manager, the incumbent of this position will work on data collection and reporting projects in multiple systems and program areas. Duties of this position include, but are not limited to:

• Conduct research and produce business intelligence solutions to create or modify queries while performing data extracts using data analytic and management software (e.g., SAS, SQL, SPSS) from data tables in relational databases to manipulate data sources;
• Produce files for data requests that adhere to State and federal reporting requirements;
• Develop and assess data sources, methods for identifying data trends, for reliability or usability limitations and recommend solutions to produce desired reports;
• Collaborate with program offices, other units within IRS, and contracted staff to create business rules, specifications for data extracts, data collection processes, and tests to ensure business intelligence solutions are consistent with defined needs for reporting;
• Arrange new functions or applications in programming languages to conduct analysis in relation to the development and maintenance of documentation and reports of data reported to the NYSED;
• Conduct testing, validation, and reformulation of models, along with root-cause analysis of data irregularities, in order to present findings and suggested solutions to both leadership and customers;
• Present data-driven insights, recommendations, and proposed solutions to internal and external stakeholders, soliciting and incorporating feedback when required;
• Produce written reports and supply guidance to effectively communicate and present results; and
• Supervise, lead, and provide technical guidance to Data Analyst 1s and lower-level professional staff in all aspects of data modeling, analysis, and quality control

Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-Competitive Appointment: Candidates must have seven years of experience in data visualization, and statistical models and data mining tools.

Substitution: An associate’s degree may substitute for two years of general experience; a bachelor’s degree may substitute for four years of general experience; a master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one additional year of general experience; a Ph.D. in these fields may substitute for two additional years of general experience.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

PREFERRED QUALIFICATIONS:
Qualifying experience is preferred when performed in a school, school district, BOCES, education oversight agency, educational institution, education research institution, or other related research institution.


Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a temporary appointment pending Civil Service Commission approval of the Non-Competitive Jurisdictional Class. At such time, the appointment will become Permanent, Non-Competitive. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.


This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
