Duties Description Under the supervision of higher-level staff, the Park Supervisor 2 is a working supervisor responsible for planning, coordinating, and overseeing the maintenance and operations activities at Shirley Chisholm State Park or at an alternately-assigned State park. The Park Supervisor 2 performs a variety of administrative duties; plans, assigns, and assists with the completion of work projects; develops and implements programs and services for the public; and may occasionally function as the first or second-in-command, as needed. The Park Supervisor 2 is responsible for:
• Planning, scheduling, implementing, evaluating, and supervising work projects, including the maintenance, repair, and construction of developed areas of the park such as buildings, park features, grounds care, or other structures and landscaped zones.
• Inspecting landscaped areas and buildings to identify repair needs, recommending corrective action, resolving work problems, evaluating work progress, and identifying additional needs for attention.
• Developing and implementing preventative maintenance programs, reviewing maintenance requests, and assessing materials, equipment, and labor requirements.
• Evaluating work requests, ordering/scheduling materials and equipment, and scheduling personnel to complete job assignments.
• Preparing project cost estimates and timelines.
• Instructing subordinates in work techniques, use of equipment, and safety precautions and requirements, including OSHA requirements.
• Ensuring the proper handling, storage, use, and disposal of pesticides.
• Operating vehicles and other power equipment utilized in the maintenance and repair of the park, including but not limited to trucks, chain saws, bobcats, jack hammers, and tractors.
• Preparing documentation such as requisitions for purchasing materials and supplies.
• Monitoring inventory and requisitions materials, tools, equipment, and supplies.
• Coordinating logistical aspects of routine programs and special events including security, admissions, transportation, traffic flow, and cleanup.
• Coordinating temporary maintenance work for special events and issuing special permits.
• Conducting site visits with prospective permit groups, as needed, and reporting results.
• Attending and conducting meetings as needed to plan work projects.
• Working cooperatively with other agencies and organizations to accomplish park objectives.
• Supervising and performing administrative duties in support of the facility; preparing various reports including attendance, personnel, and work progress reports.
• Serving as a working supervisor who may also participate directly in project work as needed to guide staff.
• Performing other duties as assigned.
Minimum Qualifications For Permanent Competitive Appointment: Candidates must be reachable on an appropriate active Civil Service eligible list or eligible for transfer, reassignment, or reinstatement in accordance with Civil Service Law.
For Permanent Non-Competitive **NY HELPS**Appointment:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointments through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
EITHER 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;
OR 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.
*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.
Note: If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
**For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
52.7 Non-Competitive Promotion (NCP) Qualifications:
It is the intention of the Office of Parks, Recreation and Historic Preservation (OPRHP) to fill a permanent competitive position of Park Supervisor 2 located in Shirley Chisholm State Park, 1750 Pennsylvania Avenue, Brooklyn, NY 11239 | 950 Fountain Ave, Brooklyn NY 11239, NY 11101
The promotion minimum qualification for appointment are: One year of permanent competitive, non-competitive NY HELPS*, or 55b/c service as a Park Supervisor 1, SG-11. The established promotion field is limited to those serving in the direct line title of Park Supervisor 1 only.
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.
Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Park Supervisor 2 promotion exam.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
Provisional Qualifications (Promotion Qualifications):
Must be a qualified employee of the New York State Office of Parks, Recreation and Historic Preservation and have had one year of permanent competitive, non-competitive NY HELPS, labor class, or 55 b/55-c service as a Park Supervisor 1, Park Worker 3, Trades Generalist, or Trades Specialist (all Trades). Only the title or titles listed are qualifying.
Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. If not licensed at the time of appointment, the appointee must obtain a driver’s license without restrictions or conditions within the term of probation.
• Must be willing and able to work late evenings, overnights, holidays and/or weekend shifts as required. Work schedule may change to accommodate operational needs.
• Position may require working in inclement weather.
• Must have ability to read and understand written and/or verbal material and instructions.
• Must be able to lift, carry, and/or move equipment or materials of different weights and sizes and be able to stand for long hours.
• Must be proficient with a computer, particularly Microsoft Word, Excel, and Outlook programs.
• Must have strong communication and organizational skills.
• Candidates may be required to report to other facilities throughout the New York City Region on an as-needed basis.
DOWNSTATE ADJUSTMENT: $4,000
