Duties Description Duties Description:

Under the direction of the Public Buildings Manager 3, the Public Buildings Manager 2 (PBM2) will serve as a member of NYSIF's Property Services team and oversee the White Plains District Office.

Responsibilities include, but are not limited to:

• Oversee vendors, including onsite security and cleaning staff
• Supervise and coordinate with contractors and vendors providing services, inspections and or repairs to the White Plains office
• Provide day to day coordination with the landlord and facilities engineering staff to address maintenance and property requests in a timely manner
• Assist with NYSIF’s participation in executive energy initiatives and other Executive Orders related to building operations, including recycling, reduction in waste and carbon neutrality
• Carry out training programs, health, and safety measures
• Assist in capital expense requests
• Participate in the workplace violence prevention programs
• Responsible for space planning and management, access control, life/safety
• Respond to alarms, and building emergencies as needed to provide a safe and comfortable office environment for NYSIF staff
• Other duties as assigned

Minimum Qualifications For appointment via NY HELPS:

Five years of experience* managing an occupied commercial building with a gross square footage of at least 200,000 or a complex of occupied buildings totaling at least 250,000 square feet that MUST include the direct responsibility for building maintenance (including HVAC), minor building rehabilitation AND one or more of the following three areas: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. In addition, at least one of the five years MUST include supervision of service contractors or in-house staff including plumbers, electricians, carpenters and other skilled trades persons

*Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

• List appointment: Reachable on current Civil Service eligible list for this title.
• Transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of Civil Service Law. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Eligible titles include but are not limited to: Assistant Engineer Mechanical.
• Reinstatement: Candidates who have previously held the Public Buildings Manager 2 title, or a transferable title, may be eligible for consideration for reinstatement.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
