Duties Description Under the general direction of the Assistant Director of Information Technology Services 1, the Manager of Information Technology Services 2 serves as the Department of State (DOS) Business Solutions Director. The incumbent is responsible for managing the day-to-day operations of DOS applications and their corresponding architectural footprint. A key focus of this role is leading and assisting in the modernization of legacy systems, guiding the transition away from mainframe and early open systems platforms toward modern solutions.
Specific Duties and Responsibilities
Leadership and Staff Supervision
• Direct and supervise multi-disciplinary IT teams, including Mainframe and Open Systems Developers, Business Analysts, Workplace Services, Production Support, and Infrastructure staff.
• Establish performance standards, conduct evaluations, and foster professional development to ensure a highly skilled and collaborative workforce.
• Coordinate resource allocation and workload prioritization across teams to meet project deadlines and operational demands.
Application Management and Modernization
• Lead the strategic modernization of legacy systems, overseeing the migration of business applications from mainframe and early open systems to modern, scalable architectures.
• Provide technical direction and governance for the design, development, deployment, and maintenance of all current and future .NET applications.
• Guide the adoption and implementation of Microsoft Power Platform applications, ensuring they align with agency standards and business needs.
• Oversee the day-to-day operations and architectural integrity of the DOS application portfolio to ensure high availability, security, and performance.
Strategic Collaboration and Customer Service
• Partner with the Assistant Director and the Deputy Commissioner for Technology to champion and maintain exceptional customer service standards for the Department of State.
• Collaborate with business stakeholders to understand their technology needs and translate them into effective, modern IT business solutions.
Reporting, Analytics, and Executive Communication
• Formulate, track, and publish key performance indicators (KPIs), operational statistics, and project status reports to monitor system health and team efficiency.
• Prepare and deliver clear, concise presentations and strategic recommendations to executive leadership regarding IT initiatives, risks, and modernization progress.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, M-3, OR in a position at the G-27 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades, or one M-grade.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
