Duties Description The Research Scientist 3/4 will be assigned to the Office of Health Services Quality and Analytics and will assist in a broad range of research, analysis, reporting, and evaluation activities. The Research Scientist 3/4 will work for the Bureau of Healthcare Outcomes and Program Evaluation to help the Office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means. Responsibilities will include health care services research and analysis, quality metrics, development of public data sets, program evaluation, and ad hoc projects; contribute to research, analysis, reporting, and evaluation activities relating to the New York Patient Centered Medical Home.
In addition, this position will support the development of public data sets, Tableau visualizations and dashboards using Statewide Planning and Research Cooperative System (SPARCS), Medicaid Data Warehouse (MDW), All Payer Claims Data (APD), Patient Centered Medical Home (PCMH), and other data; develop and validate data integration from large data systems for research activities; develop processes and methodologies to evaluate data utility and quality; apply quality metrics for evaluation of care, outcomes, costs across payers, service types, facilities, and geography; conduct analyses on primary care and other emerging health priorities; develop statistical briefs, peer-reviewed manuscripts, and technical documentation; and supervise research staff.
If appointed as a Research Scientist 3, the incumbent will participate in all phases of research under the general supervision of a senior Research Scientist; if appointed as a Research Scientist 4, the incumbent will be responsible for all phases of research projects.
Minimum Qualifications Research Scientist 3 (Biostatistics/Health Informatics/Health Economics), SG25:
A bachelor's degree in analytics, bioinformatics, biostatistics, business administration, computer science, data analytics, econometrics, economics, engineering, epidemiology, epidemiology, finance, genetics, government analytics, health economics, health informatics, mathematics, mathematics, physics, public administration, public health, public health, social sciences, statistics, or a related degree and four years of professional research experience** in an appropriate field.
Research Scientist 4 (Biostatistics/Health Informatics/Health Economics), SG27:
A bachelor's degree in analytics, bioinformatics, biostatistics, business administration, computer science, data analytics, econometrics, economics, engineering, epidemiology, epidemiology, finance, genetics, government analytics, health economics, health informatics, mathematics, mathematics, physics, public administration, public health, public health, social sciences, statistics, or a related degree and five years of professional research experience** in an appropriate field.
**Substitutions: a master's degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.
Preferred Qualifications:
Strong statistical and data management skills. Demonstrated experience in data analysis, management, and validation. Proven experience developing statistical programs in SAS, SQL, or R to compose research and reporting databases for the application of higher order analysis. Knowledge of statistical methods and their application for predictive and prescriptive analytics and anomaly detection. Knowledge of various healthcare quality measures. Experience developing and applying algorithms to link health care data across multiple data sources. Experience with large relational database management. Proven experience analyzing health care claims data or other administrative data sources. Experience with visualization software such as Tableau is a plus. Excellent communication, organization, and program management skills. Ability to work independently and in a fast-paced team environment.
Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process, and are subject to operational needs and the telecommuting application process. Any non-telecommuting days are required to be in-person in the Corning Tower in downtown Albany, NY.
