Duties Description This position will oversee all facets of The Office of Unemployment Services program operations for the following areas: Employer Services field tax audit, Special Investigations and UI data monitoring and quality assurance.

• Plans and directs all activities of the UI Employer Services field tax audit unit concerning field audits to determine UI employer liability, coverage and registration, investigations, debt collections and general compliance auditing.
• Plans and directs all activities for the Special Investigations unit within Unemployment Services. This unit focuses on preventing, detecting, and recovering overpayments due to fraud or other behaviors from claimants or employers that lead to improper payments. When needed this unit will work with appropriate offices for criminal prosecution.
• Plans and directs activities within the Office of Unemployment Services related to protecting confidential unemployment insurance data and other measurement activities to evaluate overall program effectives and regulatory compliance.
• Oversee the development of policies and procedures to administer the liability and contribution provisions of the UI Law, overall compliance with federal audit standards, and effective methods to operate the UI system within acceptable levels of performance.
• Reviews changes in legislation to determine impact on operations.
• Develops and maintains effective working relationships within the Contribution Liability
and Employer Services organizations, all the Office of Unemployment Services, the agency and other state and federal government offices. In collaboration with all the Office of Unemployment Insurance, develop and implement controls for the detection and prevention of fraud and improper payments in the Statewide benefit program.
• Works with United States DOL national and regional representatives to ensure federal goals and standards are understood and met. Provides pertinent information on goals and standards to appropriate offices in Unemployment Services and the agency.

Minimum Qualifications As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.

52.7 Non-Competitive Promotion (NCP) Qualifications:
The Department of Labor (DOL) is considering a non-competitive promotion (NCP) for this title under Section 52.7 of the Civil Service Law. If three or fewer qualified promotional candidates apply for the position, an NCP appointment may be approved by Civil Service without further examination. If approved, this will be a competitive appointment. The term “non-competitive” means the appointed candidate will not be required to compete in the next holding of the examination. 52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade M-4 or higher determined to be administrative by Civil Service.

Provisional Qualifications: DOL Employees only
Candidates must have one year of permanent, contingent permanent, or 55b/c service as a Regional Director Unemployment Insurance Audit, or Assistant Director Unemployment Insurance Audit. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.

Additional Comments This position may require a fingerprint background check prior to appointment.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
