Duties Description Under the supervision of the Human Resources Specialist 3 Labor Relations, the Human Resources Specialist 2 LR (HR Spec 2 LR) supervises subordinate staff in the HR/Labor Relations Department associated with the development and maintenance of an adequate and competent workforce. Training, guiding and evaluating while fostering a collaborative and inclusive environment. May supervise one or more Human Resources Specialist(s) 1(Grade 18) and other clerical staff.



POSITION DUTIES AND RESPONSIBILITIES:
These duties may include but are not limited to:
• Investigate instances of employee misconduct/insubordination and time and attendance. Special investigations as needed.
• Reviews and analyze investigative reports, issues Notices of Discipline as appropriate.
• Serve as the Workplace Violence and Domestic Violence Coordinator.
• Advise program managers, supervisors and employees on applicable laws, rules, directives or negotiated agreements.
• Provide advice and assistance to support to State Operations in disciplinary matters.
• Respond to contract and/or non-contract grievances at the step 1 or 2 level.
• Arrest notifications.
• Provides various training relevant to Employee and Labor Relations to supervisors and other OPWDD employees.
• Participate in agency-level labor management meetings and subcommittees.
• Complete all mandatory training and associated post testing.
• Other duties, as assigned.

Minimum Qualifications Promotion: One year of service as a Human Resources Specialist 1 Labor Relations and reachable on the current Civil Service list for Human Resources Specialist 2 Labor Relations.
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of CivilService Law.
The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Provisional: you must be a qualified employee of New York State and have had 45 days of permanent competitive
or 55-b/55-c service as:

Either A. Human Resources Specialist 1 (Labor Relations), Human Resources Specialist Trainee 2 (Labor Relations), or Human Resources Specialist Trainee 1 (Labor Relations);

Or B. Human Resources Specialist 1, Human Resources Specialist Trainee 2, or Human Resources Specialist Trainee 1.

After one year of service at the full performance level, successful candidates will be qualified for appointments from the eligible list.


Preferred Qualifications:
• Ability to work in a fast- paced work environment.
• Excellent oral and written communication skills are required, as is the ability to move quickly between tasks.
• Ability to remain objective.
• Excellent ability to maintain positive working relationships with union representatives, co-workers, and employees.
• Recent aptitude with Microsoft Office Software to develop spreadsheets and Word documents, as well as some familiarity with Access. Ability to use a computer to type letters, e-mails and maintain your calendar.
• Ability to read and comprehend technical information and apply it and/or explain it in simple terms to others.
• Tenacity and persistence are needed to fully research a matter and get others to provide the information that is needed to close an issue.

NOTE: Travel within the five-county catchment area may be required in the performance of the duties of the position. This may include a state-owned vehicle, as available, or the employee’s own car. An employee who uses his/her own car will be reimbursed at current negotiated rates.

Telecommuting: Candidates interested in telecommuting are required to apply and obtain approval through management to telecommute according to the agency’s Telecommuting Program Guidelines and MAY be allowed to telecommute up to 5 days per pay period, dependent upon operational needs. Telecommuting may not be offered to you until you have completed probation.

Additional Comments Please note that starting salary for this title reflects the Mid-Hudson adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for M/C Grade 23 ($86,773) and Downstate Adjustment ($4,000). Downstate Adjustment is also added to the job rate ($108,413).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
