Duties Description Supervise computer systems analysis and design application program development, systems testing, maintenance, and implementation.

This position is on the Payroll Applications Team in the Bureau of PeopleSoft & Payment Applications within the Chief Information Office.
• Contribute directly toward a shared goal-to ensure that New York State employees are paid accurately and on time.
• Collaborate with managers and other Payroll team leads to develop work plans, evaluate resource availability, and determine priorities.
• Analyze requirements and propose and develop solutions, using PeopleSoft-related tools.
• Conduct testing, technical walkthroughs, and code reviews of system changes.

Minimum Qualifications To be appointed to this position, you must:
• Be currently reachable on the appropriate eligible list for this title
OR
• Be eligible for 52.6 or 70.1 transfer with one year of qualifying service in a title approved for transfer.

Transfer Options:
For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Demonstrated experience with Business Analysis (more than 2 year to 5 years), including but not limited to:
o Business process analysis/modeling.
o Defining business rules.
o Developing requirements specifications and artifacts.
o Gathering user requirements.
o Journey mapping.
o Process modeling skills: represent processes of an enterprise, to analyze and improve current process.
o Rule engine analysis.
o Unified Modeling Language (UML).
o Use case development.
• Demonstrated experience with Supervision (1 year to 2 years).
• Demonstrated experience with IT Infrastructure Library (ITIL) / IT Service Management (ITSM).
• Demonstrated experience in PeopleSoft PeopleCode.
• Demonstrated experience in business programming relating to payroll.
• Demonstrated experience preparing technical communication, such as service notifications and customer notifications.
• Demonstrated experience with creating Visio diagrams.
• Exceptional customer service skills.
• Proficient at communicating with technical staff and customers alike.
• Ability to work collaboratively in a dynamic team environment.
• Analytical thinker with excellent troubleshooting and problem-solving skills.
• Excellent verbal and written communication skills.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs.
