Duties Description PRIMARY DUTIES AND RESPONSIBILITIES: Under the direction of the Deputy Director, the DDPS4 (Director of Operations) will provide oversight of several IRAs in the Bronx. As needed, may assume oversight of other State Operated IRAs, the Day Habilitation Programs, Family Care homes and the Housekeeping Department.
The DDPS4 candidate should possess:
- Experience in policy development and service delivery within the human service sector.
- Effective communication and interpersonal skills.
- Excellent analytical and problem-solving abilities.
- Should have strong leadership skills with a track record of successfully managing teams.
- Should also have knowledge of Medicaid regulations and compliance requirements.
The DDPS 4 will be responsible for:
- Oversight: A shared caseload of approximately 25 Certified group homes, 25 Family Care Homes throughout Manhattan and the Bronx.
- Policy and Procedure Development: Collaborate with senior leadership to design, implement, and evaluate policies and procedures that align with organizational goals and state regulations.
- Leadership and Team Development: Foster a culture of excellence by providing leadership, guidance, and mentorship to subordinate staff, ensuring that they are well equipped to deliver high quality services. Supervising treatment team leaders and clinical Department Heads.
- Service delivery and oversight: Monitor and evaluate the service delivery processes to ensure that they meet the needs of individuals served and comply with all relevant standards.
- Training implementation: Develop and deliver training programs for staff to enhance their skills and knowledge and service delivery compliance and best practices.
- Compliance Assurance: Ensure that all programs comply with Medicaid regulations and other applicable standards, conducting regular reviews and audits to monitor adherence.
- Data Monitoring: Analyze data related to service delivery, incidents, and compliance to identify trends and areas for improvement and to inform decision making.
- Budget Management: Assure the management of budgets related to programs and services ensuring efficient allocation of resources, to include those overtime management.
- Staffing coordination: participates in staffing decisions, including recruitment, selection, and performance evaluation to build a strong and capable team.
- Committee Engagement: Participate in multiple committees which support review, planning and decision making related to employee retention, stakeholder input, incident review and labor relations.
- Site Visits: Conduct frequent site visits to residential and day program sites, ensuring engagement, service delivery and agency policy standards are met.
- Administrator On Duty- participate in the agency’s (AOD) Administrator on Duty System which provides support to the agency after hours, holidays and on the weekends.
- Serve as a member and participate in the DDSOO’s Executive Cabinet.
- Other duties as assigned by supervisor.

Minimum Qualifications Promotion:
One year of permanent service in a as a Developmental Disabilities Program Specialist 2, Mental Hygiene Nursing Program Coordinator, Director Nursing 1 Developmental Disabilities, or Treatment Team Leader (Developmental Disabilities) and reachable on the Civil Service eligible list.
Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for M/C Grade 63 ($115,283) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($145,682).
