Duties Description 1) Report to the Assistant Regional Director and be responsible for implementing the natural resources programs for Region 5.

2) Coordinate and integrate natural resource programs among the natural resource units and serve as the immediate supervisor to the regional managers of the Divisions of Lands and Forests, Fish and Wildlife, and Mineral Resources.

3) Ensure the effective and efficient delivery of the various Divisions’ work including, but not limited to, work planning, budgeting, training, supervising, evaluating, and counseling when appropriate.

4) Coordinate with other organizational units in the Region such as the Divisions of Environmental Permits, Law Enforcement, Forest Protection, Operations, Communications, and the Offices of Regional Administration, Environmental Quality and General Counsel.

5) Conduct and implement continuous program evaluation and improvement.

6) Review the organization, administration systems, procedures and management practices of natural resource programs to ensure efficient program implementation. Address all administrative tasks required by the agency.

7) Manage DEC’s response to complaints and emergency incidents involving Region 5 Office of Natural Resources.

8) Request and allocate fiscal and personnel resources in natural resource programs to reflect changing program needs, priorities and mandates in the Region within mandated constraints.

9) Represent DEC and the Region at conferences, professional and administrative meetings and other functions as appropriate. Coordinate activities with interested stakeholders and participate in meetings with the regulated community and public as needed.

10) Review and determine staff development requirements for regional natural resource program personnel.

11) Recommend policies and procedures for the conduct and integration of regional natural resource programs and work with Central Office program staff to develop and implement policies and procedures on a statewide basis.

12) Keep the Regional Director and Assistant Regional Director informed on program accomplishments, emerging issues, and any projects with potential significant or visible issues.

13) Complete miscellaneous tasks that may be assigned by the Regional Director and Assistant Regional Director to fulfill the needs of the Office of Natural Resources or Region 5.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 27/M2 or higher and: Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website http://www.cs.ny.gov/ and search for your title under GOT-IT.

Eligible for transfer under Section 70.1: Permanent competitive service as a Mined Land Reclamation Specialist 3 or Mineral Resources Specialist 4.

Additional Comments Transportation needs of this position require use of a state vehicle and adhering to the Department’s Vehicle Policy. You must have and maintain a valid driver’s license for this position.
