Duties Description The New York State Education Department’s (NYSED) Office of Facilities and Business Services is seeking candidates for a Public Buildings Manager 3 position within the Cultural Education Center (CEC), supporting the New York State Museum, Library, and Archives. Reporting to the Director of Facilities and Business Services, the Public Buildings Manager 3 provides leadership for the management, operation, maintenance, physical access control, infrastructure planning, and ongoing improvement of the CEC. The incumbent of this position will also develop and implement a collaborative relationship with the CEC leadership team, including regular communication and interaction on issues relevant to the operations of the CEC. The incumbent will serve as a member of the CEC leadership team and as a principal advisor and collaborative partner on facilities, infrastructure, capital planning, and other building-related matters affecting the CEC and the programs it supports.

Located within the Albany Empire State Plaza complex, the CEC is home to the New York State Museum, New York State Library, New York State Archives, and other NYSED operations, and is one of the largest public buildings in New York State. The CEC is a highly visible and complex public facility with shared infrastructure, building systems, security considerations, and operational dependencies requiring close coordination with the New York State Office of General Services (OGS) and other State partners. The CEC supports substantial public visitation, exhibitions, research, educational programs, special events, and governmental functions and houses valuable cultural collections and specialized spaces.

As the CEC enters a major period of renewal, including the State Museum’s $150 million gallery renewal project, the Public Buildings Manager 3 plays a central leadership role in directing and advancing facility-related priorities from planning and decision-making through implementation. The incumbent establishes priorities, coordinates complex work across multiple stakeholders, resolves operational and project barriers, and ensures accountability for timely execution. The position provides oversight across facility operations, maintenance, capital projects, infrastructure, and other building-related priorities, while ensuring that facility decisions and investments support the long-term operational and strategic needs of the CEC.

Management responsibilities for the CEC are shared between NYSED and OGS. The Public Buildings Manager 3 serves as a facilities management representative for the CEC. In that capacity, the incumbent is expected to be a responsive and collaborative partner with CEC leadership and the State Museum, State Library, and State Archives, working across organizational boundaries to understand program needs, establish shared priorities, resolve complex facility issues, communicate clearly and proactively, and ensure effective follow-through. The incumbent directs subordinate staff and contractors; develops staffing, fiscal, operational, and capital plans; evaluates facility conditions and risks; and advises executive leadership on significant facility-management matters.

Duties of this position include, but are not limited to, the following:

• Manage the day-to-day operation, maintenance, repair, and administration of the Cultural Education Center (CEC), including building systems, public spaces, grounds, parking areas, and facility support services;
• Serve as NYSED's principal facilities liaison with OGS and maintain comprehensive knowledge of the Memorandum of Understanding (MOU) governing facility operations, maintenance responsibilities, capital improvements, infrastructure systems, funding obligations, and service delivery expectations. Coordinate activities between the agencies and provide guidance to leadership regarding responsibilities, risks, opportunities, and operational impacts associated with the MOU;
• Serve as the primary facilities contact for executive leadership, including the Director of Facilities and Business Services, State Museum, State Library, State Archives, and other CEC program areas, ensuring facility operations, capital projects, maintenance priorities, space utilization initiatives, and revitalization efforts support programmatic and strategic objectives;
• Plan, coordinate, and oversee preventive maintenance, corrective maintenance, infrastructure improvements, renovations, capital projects, and building service operations to ensure a safe, secure, clean, and functional environment for staff and visitors;
• Monitor facility conditions and assess operational, maintenance, safety, security, accessibility, and infrastructure needs; develop recommendations for repairs, upgrades, asset preservation, and long-term capital planning;
• Oversee the administration and performance of service contracts and vendors, including maintenance, custodial, and specialty services; conduct inspections and evaluate contractor performance to ensure compliance with contractual and operational requirements;
• Ensure compliance with applicable building codes, fire and life-safety standards, environmental regulations, accessibility requirements, occupational safety standards, and agency policies;
• Develop and implement operational procedures, internal controls, performance measures, and business practices to improve facility operations and ensure effective stewardship of State resources;
• Coordinate facility operations and support services for public programs, special events, exhibitions, meetings, and other activities conducted within the CEC, ensuring appropriate logistical, operational, and security arrangements;
• Oversee the protection and preservation of historically significant structures, collections, artifacts, and specialized assets by ensuring maintenance and construction activities are conducted in a manner that safeguards their long-term integrity and value;
• Develop operating and capital budget requests, monitor expenditures, oversee procurement activities, and ensure resources are effectively allocated to support facility operations, maintenance requirements, and capital improvement objectives;
• Analyze facility performance, deferred maintenance needs, operational trends, and capital requirements; prepare reports, briefings, and recommendations for executive leadership regarding strategic facility investments and operational improvements;
• Supervise subordinate staff, contractors, and other staff; assign work, establish performance expectations, conduct evaluations, and provide training and professional development;
• Coordinate multidisciplinary teams involved in facility operations, maintenance programs, capital projects, infrastructure improvements, and emergency response activities to ensure project and operational objectives are achieved;
• Foster productive relationships with tenants, program managers, community stakeholders, and external partners to ensure the CEC effectively supports NYSED's mission and public service objectives; and
• Perform other duties as assigned in support of NYSED's facilities management and operational objectives.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

• Six years of experience managing an occupied building with a gross square footage of at least 250,000 or a complex of occupied buildings totaling at least 300,000 square feet, at least two of which must have included supervision of service contractors or in-house staff, including plumbers, electricians, carpenters, and other skilled trade people. This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or oversight including sanitary requirements and inspection.

Substitution: An associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of general experience; or a bachelor’s degree in the above fields may substitute for three years of general experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Plant Superintendent C, and Property Manager 2.

Section 70.4 Transfer: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title salary grade 21 or higher AND have standing on the eligible list for this title.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for the position of Manager Educational & Vocational Services Coordination 2 in Albany. A permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet the minimum qualifications.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive; permanent, non-competitive; or temporary, provisional appointment. This position leads to a maximum salary of $114,585 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Rance) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
