Duties Description Within the Office of Health Insurance Program's Division of Eligibility and Marketplace Integration, The Bureau of Exchange Application Support provides consumer support for individuals who apply for health insurance coverage through the NY State of Health Marketplace System and the new Medicaid Eligibility Client Management system (MECM). The Medical Assistance Specialist 2 (MAS 2) position will serve as a unit manager overseeing staff who assist with resolving eligibility and enrollment issues. Specific duties include, but are not limited to:
Supervising multiple levels of staff;
Providing technical assistance to staff;
Training new staff either one on one or in small groups;
Interacting with consumers and internal or external stakeholders;
Handling escalated eligibility or enrollment issues;
Assisting with assignment of work and identification of trends;
Evaluating completed work to assure adherence with productivity and quality standards; and
Assisting with the development of work procedures and job aids.

Minimum Qualifications Reassignment:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Medical AssistanceSpecialist 2, G-23.

Transfer:
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Medical Assistance Specialist 2, G-23.

Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Child Health Plus, Essential Plan, and Qualified Health Plans. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, and Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems.
