Duties Description Under the direction of the Information Systems Auditor 2, the Health Program Administrator 2 will manage and direct four Medicaid operational program areas: Medicaid Claim Detail Reporting (CDR), Medicaid Disproportionate Share Hospital (DSH) reporting, Medicaid Requests for Information (RFI), and Space/Facilities Management. The incumbent will supervise State and contract staff supporting these functions, establish operational priorities, manage workload distribution, and ensure compliance with applicable federal and State requirements governing Medicaid data, privacy, and records management. The position will work closely with the Division of Legal Affairs, the Records Access Office, federal and State oversight agencies, external legal entities, and contracted vendors to support compliance activities and operational objectives.

Minimum Qualifications Reassignment:
Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G-25.
Transfer:
A NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2, G-25 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications: Experience managing health care, Medicaid, public health, or government administrative programs.
Experience coordinating requests involving confidential, legally protected, or sensitive information.
Knowledge of privacy, confidentiality, records-access, FOIL, or records-management requirements.
Experience developing and implementing operational policies, procedures, internal controls, or work plans.
Supervisory experience, including assigning work, establishing priorities, training staff, and monitoring performance.
Experience coordinating work across legal, information technology, program, vendor, and administrative stakeholders.
Ability to manage multiple operational areas and time-sensitive assignments simultaneously.
Strong written communication, analytical, organizational, and problem-solving skills
