Duties Description The Job Duties for this position will provide necessary assistance to all NYSOH program areas that will include:
- participate in the Executive discussions regarding the planning and funding for current and future recruitment efforts;
- work closely with FMG to confirm that appropriate funding levels and sources are available for filling program vacancies, and to assist in managing the communications between FMG and programs regarding the funding issues;
- work closely with OHIP for the recruitment of NYSOH Dept of Systems vacancies;
- assist program management with the classification process of potential recruitments;
- assist program management with the recruitment process which includes the completion of documents, serving as the primary contact between DOH HR and programs, assuring compliance with policies, procedures, deadlines, etc.
- update, maintain, and distribute NYSOH Organizational charts;
- submit IT tickets and coordinate the process for the Onboarding and Offboarding tasks for NYSOH staff;
- maintain, on a daily basis, a detailed report of all positions being recruited, or being planned. This serves as a mechanism to track the current status of each position as it progresses through the recruitment process.
- maintain a variety of reports that assist NYSOH management with position control, funding info, position history, etc.
- manage and track the mandatory trainings requirements of all NYSOH staff, and troubleshoot any issues for staff;
- complete the annual Risk Assessment for the HR Liaison function;
- update and maintain the policies and procedures associated with the HR Liaison function;
- serve as a primary resource for NYSOH staff for various questions, inquiries, concerns, etc.
- serve as a primary resource for miscellaneous requests from program management;
- assist with NYSOH’s annual audit by coordinating the system access approval process for the auditors, gather and compile the data being requested for this function, etc.
- assist programs with managing and responding to employee relations issues within NYSOH;
- any other duties that may be appropriately assigned.
Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Program Administrator 1, SG-23, OR; Current New York State employee with one year or more of permanent or contingent permanent service in a title eligible for transfer to Health Program Administrator 1, SG-23, under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Extensive experience performing the tasks associated with the recruitment of NYSOH vacancies, including ensuring
compliance with time sensitive procedures and documentation.
Experience with the planning efforts associated with recruitment for NYSOH vacancies.
Experience in the funding structures and mechanisms in place within NYSOH Operations.
Knowledge and understanding of policies, procedures, and practices associated with the duties required as a Human
Resources Liaison for NYSOH, and be able to communicate these in layman’s terms to both staff and program
Management.
Extensive experience maintaining the detailed reporting utilized by NYSOH Operations and other programs.
Excellent organizational and communication skills, including written and verbal.
Ability to multi-task and prioritize daily tasks, assignments, projects, etc.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
