BASIC FUNCTION:
The Senior Manager, Data Strategy and Analytics leads GO-SEMI’s data strategy and translates complex information into practical guidance for New York’s semiconductor expansion. Reporting directly to the Director of Strategy & Operations, the Manager establishes reliable data across GO-SEMI programs and develops analysis that helps leadership prioritize investments, identify delivery risks, and assess results. The role combines hands-on business intelligence and CRM expertise with sound analytical judgment and the ability to explain findings to non-technical audiences.
This is an opportunity to build data and analytics capability supporting New York’s long-term semiconductor growth. The Manager will shape GO-SEMI’s analytics roadmap and work closely with program leaders, ESD Information Technology (IT), GIS specialists, and external partners. The portfolio spans workforce development, site readiness and infrastructure, business recruitment, supply chain expansion, supplier readiness, Green CHIPS, SGAP, and emerging initiatives. Microsoft Dynamics 365 and Microsoft Power BI are core tools; the role also connects information across programs to show where needs are growing, where delivery is falling behind, and which interventions warrant attention.
WORK PERFORMED:
Data Strategy and Cross Program Analysis
• Analytics Roadmap: Develop and maintain a prioritized data and reporting roadmap with leadership. Translate program needs into defined deliverables, sequence foundational data work before advanced analytics, and recommend the staffing, vendor support, and tools needed to maintain the capability as GO-SEMI grows.
• Cross-Program Analysis: Link company and project records across recruitment, supplier readiness, sites, and workforce programs. Work with program leads to identify overlapping demand, service gaps, and dependencies that individual program reports may miss.
• Partner and Portal Integration: Define data requirements and acceptance criteria for the Connectivity Portal and other partner systems. Coordinate with IT and vendors on integration, data-sharing arrangements, common identifiers, and validation so external information can be used reliably in internal reporting.
Executive Reporting and Program Performance
• Decision-Focused Reporting: Build Power BI dashboards and concise executive analyses that connect recruitment pipelines, project milestones, site readiness, supplier participation, workforce needs, and program expenditures. Highlight the decision or follow-up each finding calls for, with intuitive drill-down views for program staff.
• Performance Measures: Agree on KPI definitions, baselines, targets, and reporting frequency with program owners. Distinguish announced commitments, contracted obligations, disbursements, and verified outcomes; document methods to prevent double counting across companies, projects, and programs.
• Self-Service Reporting: Create accessible reporting templates and guidance that enable staff to answer routine questions independently. Use appropriate access controls and separate reporting from source-data editing, in coordination with IT.
Trend Analysis and Scenario Planning
• Historical Reporting: Establish reliable monthly, quarterly, and annual snapshots and change histories with IT and platform specialists. Preserve the ability to compare results over time and reproduce previously reported figures as project schedules and records change.
• Data Modeling: Develop relational and Power BI data models, including DAX measures, that support consistent program totals, historical comparisons, and analysis across GO-SEMI workstreams. Document source systems, refresh schedules, and limitations.
• Forecasting and Early Warning: Analyze how changes in fab schedules and supplier activity affect workforce demand, site and utility readiness, and program delivery. Develop scenarios with program experts, state assumptions and uncertainty, and distinguish forecasts from verified results. Flag bottlenecks and emerging gaps for leadership action.
CRM Product Ownership and IT Partnership
• GO-SEMI Platform Leadership: Serve as the business owner and technical lead for GO-SEMI’s CRM and analytics requirements. Maintain a prioritized enhancement backlog and coordinate delivery with ESD IT, Dynamics 365 specialists, and consultants. IT retains responsibility for enterprise infrastructure, cybersecurity, and production change approvals.
• CRM Configuration and Integration: Configure and improve GO-SEMI workflows, fields, reporting, and data validation within approved access and change-management procedures. Define requirements for complex integrations and schema changes and coordinate specialist implementation and testing.
• Green CHIPS Reporting: Develop the data structure, collection workflows, and reporting tools for annual Green CHIPS reporting in partnership with program, finance, and legal staff. Maintain supporting evidence and audit trails; program owners remain responsible for validating submissions and determining compliance.
• Data Stewardship and Reporting Controls: Coordinate with IT and legal staff on permissions, retention, secure sharing, and approval of external reporting. Define refresh schedules and escalation procedures for failed updates or unresolved discrepancies; show the date and reliability of information used in leadership reports.
• Data Quality and Governance: Establish a common data dictionary, unique identifiers, source-of-record rules, and quality checks across company, site, project, supplier, and participant records. Assign data owners and update expectations with program leads, track missing or stale information, and reconcile discrepancies before executive or external reporting.
Geospatial Analysis and Site Readiness
• Spatial Analysis: Work with GO-SEMI’s GIS staff and program experts to analyze site readiness, supplier locations, workforce access, and relevant infrastructure constraints. Connect geographic information to technical site requirements and readiness scorecards so leadership can compare options and identify investment gaps.
• GIS Integration: Connect authoritative GIS datasets with CRM records and Power BI reporting in partnership with GIS specialists and IT. Maintain consistent site identifiers, source dates, and geographic definitions, with appropriate controls for sensitive company and parcel information.
Implementation and User Adoption
• Testing and Release: Lead business user acceptance testing for new workflows, dashboards, and integrations. Agree on acceptance criteria with program owners and IT, test data accuracy and permissions, and document issues before release.
• Process Improvement and Automation: Simplify data collection and recurring reporting through reusable workflows and automation. Evaluate emerging tools, including AI-assisted analysis, through approved ESD processes, with human review of outputs and safeguards for confidential information.
• Training and Documentation: Train staff and partners on data entry, interpretation, and reporting. Maintain practical documentation and measure adoption through usage, reporting turnaround time, and data quality. Design repeatable processes that can be supported by others.
Additional Operational Support
• Ad-Hoc Projects & Other Duties: Perform other related technical, analytical, or data-driven duties as assigned by leadership to support the evolving needs of the GO-SEMI initiative and Empire State Development priorities.
Minimum Qualifications Education Level Required: Bachelor’s degree in data analytics, information systems, computer science, statistics, GIS, economics, public policy, or a related field. Consider an equivalent combination of relevant education and demonstrated professional experience, subject to ESD hiring requirements.
Experience Required: 5+ years of progressively responsible experience in business intelligence, data analytics, CRM implementation, or related work, including leading a significant reporting or systems initiative. Demonstrated ability to build useful dashboards, improve data quality, and translate analysis into recommendations for non-technical decision-makers.
Knowledge Required:
• CRM and Data Management: Hands-on experience configuring, supporting, or implementing an enterprise CRM and connecting it to reporting workflows. Ability to define data requirements and work effectively with IT and vendors. Dynamics 365 experience is preferred; candidates with comparable platform experience should demonstrate the ability to become proficient in ESD’s environment.
• Business Intelligence and Analysis: Strong Power BI skills, including data modeling, DAX, drill-through reporting, and appropriate access controls. Proficiency in SQL and relational data concepts; experience documenting analytical methods, testing data quality, and presenting findings and limitations clearly.
• Leadership and Collaboration: Ability to manage competing priorities, lead delivery across program and technical teams, train users, and communicate concise recommendations to senior leadership. Sound judgment in handling confidential company and participant information.
Preferred Experience: Dynamics 365 or Dataverse; ArcGIS Pro or ArcGIS Online; APIs and data integration; Python or R; and scenario analysis. Experience in economic development, capital projects, workforce programs, or semiconductor-related industries is valuable. The role should be supported by GIS and enterprise IT specialists for advanced platform work.
