Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 3 OR NYS employee with one year of permanent or contingent-permanent service in a title at G-25 or above that is eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications:
Experience in Certificate of Need (CON) or other licensure programs for health care facilities. Strong problem-solving skills and attention to detail. Experience interacting with outside stakeholders.
Duties Description The incumbent will serve as the Director of the Bureau of Project Management (Bureau). The Bureau is responsible for the receipt, classification, and distribution of more than 600 limited, administrative and full review Certificate of Need (CON) applications with project costs totaling from $2 billion to $3 billion annually; 175 Licensed Home Care Services Agency applications; and 100 Transfer of Ownership Interest Notices per year; as well as tracking the progress of over 2,500 active projects at any given time.
The Bureau also consolidates and edits staff reviews for the financial, public need and character and competence components of CON projects and oversees the compilation and distribution of staff reports on full review projects for review at the bi-monthly meetings of the Public Health and Health Planning Council (PHHPC).
Additionally, the Bureau is also responsible for the issuance and amendment of operating certificates (licenses) for new health care providers and established providers throughout the State.
