Minimum Qualifications Candidates must have one year of permanent competitive or non-competitive 55 b/c service as an Information Technology Specialist 3 (Programming), SG-23, OR have one year of permanent service in a title eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description Under the direction of the Manager of Transportation Systems, the Information Technology (IT) Specialist 3, Programming (ITS3 Prog) performs technical activities related to systems analysis, design and development of applications, system testing, technical writing, and user training. In addition, the ITS3 Prog interacts with other IT specialists to identify, develop, and resolve requirements in areas such as database design, desktop and interactive web requirements, and software selection and purchase. The ITS3 Prog performs at an advanced technical level with the preponderance of duties involved in the applications programming arena, however, they may perform any ITS3 duties, with and without specific technical specialty such as database, data communications, and systems programming; they may supervise Information Technology Specialists 1 or 2 Programmers.
The ITS3 Prog performs a combination of technology-related activities in complex systems analysis, risk assessment, systems design, development, debugging, quality assurance, security, systems performance, and determining and complying with legislative requirements. In addition, they may supervise consulting staff in the area of transportation systems and support. They implement and/or oversee the configuration and installation of commercial software and the packaging and distribution of in-house custom application software developed using the Microsoft Visual Studio suite of products, and assess and manages application changes when the IT environment changes. The ITS3 Prog also interacts with users and management in various business work units.
