Minimum Qualifications One year of permanent competitive service in a professional training position allocated to Grade 23 or above, or one year of permanent competitive service in a title eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description Under the general direction of the Director of Human Resources, the incumbent will be responsible for designing, developing, and delivery of a comprehensive training and employee development program for the agency’s workforce. Duties include, but are not limited to ascertaining agency training needs, including conducting a needs assessment and identifying skill levels and core competencies of the workforce; developing curriculum for both universal and subject specific programs; evaluating and implementing delivery methodologies; facilitating agency participation in available educational settings and resources; working with labor-management committees and GOER to acquire funding for specific training programs; developing an employee orientation program; assisting with succession planning initiatives; and other duties as assigned.
Additional Comments Preferred Qualifications: Experience in the assessment, development, and implementation of a comprehensive state agency training program; the ability to work independently as well as part of a team; knowledge and experience in using training technology and software such as Camtasia Video Editor, Snagit, and video/audio recording equipment; well versed in all aspects of SLMS administration; and supervisory skills are preferred.
