Minimum Qualifications A bachelor’s degree from an accredited college or university is required; a master’s degree is preferred. The ideal candidate will demonstrate the ability to fulfill the duties and responsibilities attached to this position. Experience in the field of criminal justice a plus.

Duties Description The Special Assistant will assist the Office of Indigent Legal Services (“Office”) in its efforts to improve the quality of mandated representation in criminal and family court under County Law Article 18-B. The holder of this position will serve as Administrative Officer and will be responsible for providing administrative oversight of the operations of the Office, including the Office’s grants and distribution programs. The holder of this position will report directly to agency Counsel, who works under the guidance of the Director. All case-related information and knowledge obtained in the performance of these duties is highly confidential and may be subject to attorney-client privilege.

Specific responsibilities would include:

• assisting in the overall management of the Office’s budget, including analyzing the Office’s fiscal needs, development of the Office’s annual budget request, particularly as it relates to operations of the Office, and development, monitoring and management of the Office’s spending plan;

• overseeing the Office’s rapidly expanding grants and distributions programs, including ensuring the appropriate fiscal monitoring of these programs;

• as directed by agency Counsel, serving as liaison with the State’s Division of the Budget (DOB), Office of the State Comptroller (OSC), and Office of General Services Financial Services area on matters related to the Office’s grants and distribution programs and Office operations, including assisting in the preparation of reports as needed;

• recommending resolutions to potential issues and concerns regarding grant solicitation, evaluations, performance, awards, contracts, contract amendments and extensions to agency Counsel;

• participating in meetings with agency Counsel and the Manager of Grant Solicitation and Distribution to discuss questions related to the submission of claims for reimbursement, expenditure reports, the development, monitoring and administration of contracts and the preparation of budget revisions or modifications;

• contributing to the development of the Office’s strategic plan and policy directives, collaborating with the Director and agency Counsel to develop and implement staffing plans in the fiscal side of the Office, and participating in the evaluation of the work performance of fiscal staff;

• serving as liaison with the State’s Office of General Services Human Resources (HR) area, which hosts the Office’s HR services, and preparing appropriate HR documents, as needed;

• overseeing the B-1184 (Agency Contracts and Non-Personal Service) process for the Office;

• assisting in preparing and submitting appropriate documentation for Office out-of-state travel requests; and

• performing other related duties as directed by agency Counsel or the Director.
