Minimum Qualifications Education Level required: Bachelor’s degree Master’s degree preferred in business, public administration, accounting, or another business-related field.
Relevant experience required: Minimum of 4 years’ experience in entertainment industry production, accounting, or another professional services firm. Familiarity with business, not-for-profit, and governmental agencies, and general knowledge of New York State’s geography and economies. Demonstrated ability to efficiently manage multiple projects/tasks simultaneously, takes initiative, and works independently. Strong attention to detail and independent follow through are highly important. Excellent written and verbal communication skills. Strong organizational, problem-solving, and analytical skills.
Knowledge required: Proficient in Microsoft Office, particularly Excel and Word; Database management. Microsoft Access and MS Dynamics.
Duties Description Basic Function: Responsible for a variety of project management duties within the Economic Incentives Department from acceptance through certification or funding disbursement for projects undertaken by businesses to facilitate project success and ensure compliance with all laws and regulations and administrative guidelines and procedures. The incumbent will be expected to develop a detailed knowledge of the requirements to participate in various tax incentives and grant programs and be able to effectively communicate the program requirements to potential applicants and other parties not familiar with those requirements.
•General management of a portfolio of active projects where both tax credits and grants are used as a funding source, including review of applications, management of approval and funding process, compiling and reviewing information, negotiating terms, preparing directors approval documents and contracts, presenting projects, and attending offsite meetings.
•Coordinate with internal contacts in the preparation of board of directors’ approval materials, contracts, project status reports, and other documents appropriate for the review/management of such projects.
•Monitor and manage flow of applications submitted from entertainment industry production companies
•Review and analyze complex budgets central to each application
•Manage data using various program databases and ensure that project information is accurate in information management systems.
•Audit final applications, general ledgers and similar production documents to ensure compliance with program requirements
•Maintain professional and effective working relationships with all ESD regional offices, other agency representatives from the Departments of Taxation and Finance, Labor, and local economic development organizations.
•Schedule and hold meetings with production accountants, producers and others.
•Assume a variety of Department-wide responsibilities as assigned, such as writing briefing memos, preparing complex spreadsheets, reviewing and improving processes, ensuring compliance with regulatory requirements, and managing data and budget information.
