Minimum Qualifications TRANSFER: Current NYS employee with one year or more of contingent-permanent or permanent competitive service in a title at or above grade 29/M3 and eligible for transfer under Section 52.6 of the Civil Service Law.
PROVISIONAL: A Bachelor’s or higher degree AND professional administrative work experience in a governmental agency’s community health/preventive health program, including program management and supervision of professional staff, as follows: seven years of general administrative experience, four of which must have included second level supervision and program management. Program management responsibilities must have involved oversight of the design and/or implementation of public health outreach and prevention or chronic disease or communicable disease surveillance or control programs focusing on the delivery of public health services to the general public. This experience must include five or more of the following responsibilities: program planning; program implementation; program evaluation; program monitoring; preparation of grant requests or grant administration; development of policy and/or procedures to implement policy; contract management; budgeting and fiscal management; staffing and staff development; inter-governmental communications and relations. Experience limited to administrative support of public health programs such as personnel, budgeting or health care finance is not considered qualifying, nor is the provision of medical services to a fixed population.

Preferred Qualifications: The preferred candidate should have one or more of the following: experience with the management of a large public health program or multiple programs which include multiple diverse sources of funding; experience in policy development and interpretation, or program management to address public health and/or social determinants of health; knowledge of evidence based public health practices in maternal and child health, chronic disease, nutrition and/or communicable disease control; experience managing the delivery of services in community based service programs.

Duties Description The Community Health Program Manager 3 (CHPM3) will serve as the Associate Director for the Center for Community Health (CCH). Reporting directly to the Director for CCH, the CHPM3 will assist the Director in providing policy and program direction and management in the administration of over $1 billion and nearly 1,000 staff across four large divisions including the divisions of Nutrition, Family Health, Chronic Disease Control, and Epidemiology.
Duties include: Assisting in the development of budget proposals, State of the State proposals and other policies and initiatives for consideration by Department Executive staff and the Governor’s Office; Coordinating priorities for the Divisions’ work and appropriately deploying resources according to priority needs; Working collaboratively with Executive staff, the Office of Public Health and its Centers (CCH, the Center for Environmental Health, the AIDS Institute, the Wadsworth Laboratories, the Office of Public Health Practice and the Office of Health Emergency Preparedness) and the Department’s other Offices (Office of Primary Care and Health Systems Management, Office of Quality and Patient Safety, Public Affairs Group, Office of Intergovernmental Affairs and others) on cross agency functions and emergency response; Supervising Center resource management and an administrative staff; Directing and executing ongoing personnel related projects to ensure staffing needs are being addressed in Divisions.

Statewide travel, including to locations that may not be served by public transportation, may be required.
