Minimum Qualifications Candidates must have permanent status as a Contract Management Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Contract Management Specialist 1 title; OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law into the trainee level (Contract Management Specialist Trainee 1 or 2).

Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 1, Grade 18, position assigned to the Administrative Support Services Group (ASSG), Capital Operations. ASSG supervises and manages OMH’s capital planning and construction program and provides direct technical assistance for physical plant operations and maintenance. The incumbent of this position will be responsible for ensuring the Project Management System is maintained for project data integration with the Capital Asset Management System (CAMS), preparation of the annual Capital Budget Request and Commitment Plan, and the monthly Capital Review Committee Reports. Specific duties to be performed may include, but are not limited to, the following:
Review all project expenditures for bondability and provide critical reports to the Dormitory Authority of the State of New York (DASNY) and the OMH Bureau of Costing Services.
Maintain the data integrity of the Project Management System for all capital projects, which includes hundreds of projects valued at over $750 Million.
Coordinate data with the Capital Asset Management System. This includes financial data, project status updates, and on-going and annual project requests.
Compile and generate necessary reports for the Bond Sale Process administered by DASNY and the reports required to determine the non-bondable amounts to Fall-out to Hard Dollar funding sources.
Compile and generate custom reports for specific project data requests in support of the OMH Capital Program.
