Minimum Qualifications Current Department of Health employee with permanent or contingent permanent service as a Health Care Surveyor 2 (Nursing), SG-19; OR current New York State employee with one year of permanent or contingent permanent service as a Health Care Surveyor 2 (Nursing) or Senior Utilization Review Nurse, SG-19 and eligible for transfer under Section 70.1 of the Civil Service Law.

Preferred Qualifications: Clinical and/or surveillance experience, knowledge of State and Federal regulations applicable to Hospitals and Diagnostic and Treatment Centers, and familiarity with New York State facility licensure and surveillance activities and the New York State Certificate of Need (CON) process. Strong written, oral, problem solving and interpersonal communication skills. Experience using Microsoft Office products such as Word and Excel and familiarity with the federal ASPEN software and the Department’s health facility licensure databases (NYSECON and HFIS).

Duties Description The Health Care Surveyor 2 Nurse is responsible for State and Federal oversight of: Acute Care Hospitals, Critical Access Hospitals, Rehabilitation Hospitals, Primary Care Clinics, County Health Department Clinics, Ambulatory Surgery Centers, End Stage Renal Dialysis Centers, Rural Health Centers, Federally Qualified Health Centers, Outpatient Physical, and Occupational and Speech Therapy Centers.

Provider oversight is conducted via periodic licensing/certification surveys and complaint investigations, as well as review of Certificate of Need (CON) applications for new services or changes to services. The different provider regulations result in many different types of surveys.

The Health Care Surveyor 2 Nurse is responsible for managing investigations of complaints, as well as participating on survey teams. Staff must be able to manage their time to ensure thorough review of multiple simultaneous assignments. Staff ensure provider compliance with Federal and State regulatory requirements. Familiarity with patient care delivery in acute care and outpatient settings is required.

Surveillance of the providers is accomplished through direct observation, interviews and record review. The focus of surveillance is systems to assure quality care delivery and patient safety. Staff must be able to communicate information to health care professionals, as well as the lay public. Staff must have the ability to analyze systems and data, and write reports to document findings.

Additional Comments Full-time, Permanent appointment. This position requires travel which may include locations not served by public transportation. The selected candidate must maintain professional nursing registration with the NYS Education Department.
