Minimum Qualifications MINIMUM QUALIFICATIONS:
Open Competitive: A master’s degree in forensics, criminal justice, criminology, law, psychology, social work, mental health, education, or other human services related degree and five years of administrative experience in the delivery of services to individuals with mental health needs and/or intellectual/developmental disabilities, three years of which must have been in a forensic program and three years of which must have included supervision, or one year of managerial experience.
Duties Description POSITION DESCRIPTION:
The Assistant Director of the OPWDD Bureau of Intensive Treatment Services (BITS) develops policy and plans, organizes and directs intensive treatment services for people with intellectual/developmental disabilities (I/DD) who are involved in the criminal justice system and/or present with complex behavioral support needs. The Assistant Director provides training to the criminal justice system, including judges, attorneys, police, parole and probation officers and the Department of Correctional Services Personnel. The Assistant Director provides information to various government agencies, not-for profit providers and community groups regarding the nature and needs of individuals with I/DD who have forensic/complex behavior support needs, and collaborates with same to enhance the services and supports available to these individuals. The Assistant Director oversees the designation of secure facilities for forensically-involved qualifying persons.
PRIMARY DUTIES AND RESPONSIBILITIES:
Under the direction of the Director of the Bureau of Intensive Treatment Services, the Assistant Director plans, and assists in directing and administering the statewide operations of the Bureau of Intensive Treatment Services and the forensic services system. This includes but is not limited to the following:
• Plans and coordinates in a comprehensive and systematic manner; the OPWDD system of service for BITS service recipients. The Assistant Director assists in the development and implementation of agency policy in this area.
• Supervises the operation of the bureau including the BITS Forensic Coordinators, and the Central Office Bureau staff. The Assistant Director establishes performance and implementation goals and evaluates same for subordinate staff.
• Coordinates the provision of high quality clinical information to various aspects of the Criminal Justice System concerning individuals with I/DD who become involved in the Criminal Justice System.
• Assures compliance with court orders issued for defendants committed to the custody of the Commissioner of OPWDD as unfit to stand trial or not criminally responsible for their actions.
• Chairs the Statewide Forensic Advisory Committee and reviews local forensic committee determinations/recommendations on requests for court authorizations, changes in status or granting of leaves for individuals committed to OPWDD via the Criminal Procedure Law.
• Chairs Statewide Admissions Committee which controls all admissions and discharges to all campus-based institutions operated by OPWDD.
• Evaluates the effectiveness of programs and services for individuals with I/DD who become involved in the Criminal Justice System.
• Serves as interagency liaison to Department of Correctional services, division of Parole, Division of Probation and Correctional Alternatives, Office of Mental Health Bureau of Forensic Services, and other Criminal Justice agencies.
• Assures OPWDD’s campus-based institutions maintain compliance with standards for designated secure facilities, as applicable.
• Supports the Director of BITS in agency initiatives, project management tasks, data collection and analysis, and research assignments.
