Minimum Qualifications Provisional Open Competitive Minimum Qualifications: Current licensed and registered as a professional nurse in New York State (R.N.); AND four years of public health, community health, or other nursing experience in an appropriate facility setting. Two years of this experience must have been providing direct patient care and two years of this experience must have been in nursing supervision, or working in the capacity of a nurse administrator.
Knowledge of surveillance processes and associated State and Federal regulations, especially concerning Hospital, Diagnostic & Treatment Centers and Psychiatric Residential Treatment Facility complaints; excellent communication, written and organizational skills; ability to function independently and deal with multiple tasks and priorities; supervisory experience; and familiarity with ASPEN, ACTS and Microsoft Office programs.
Duties Description Under the direction of the Bureau of Quality and Surveillance Director, the Consultant Nurse will supervise the Complaint Hospital Intake Program in its day to day operations, providing technical assistance, guidance and clinical expertise. The Consultant Nurse will also be responsible for: the review of complaints with the Director that warrant discussion and closer review to determine whether they will be closed or opened; working closely with other Bureaus in making referrals for complaints that are outside the authority of the Division; and working with the Bureau in addressing executive correspondence related to complaints and complaint investigations.
The Consultant Nurse will also be responsible for: participating in the triaging of complaints; reviewing Statements of Deficiencies (SODs) in accordance with State and Federal standards, e.g., the Principles of Documentation (POD), and providing feedback to the Regional Offices (RO); providing direction in the appropriate interpretation and application of Federal and State regulations to RO staff and providers; participating in quality assurance activities including the identification of training needs, the development of presentations and educational material, etc.; supervision of staff responsible for the surveillance of Psychiatric Residential Treatment Facilities; and providing technical assistance, guidance and clinical expertise.
Additional Comments Provisional, full-time, pending examination. Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. Occasional travel may be required; including travel to some areas that may not be served by public transportation.
