Minimum Qualifications Promotion: One year of permanent service as a Compliance Specialist 1, Affirmative Action Administrator 1, or Minority Business Specialist 1 AND one year of experience must have been at a supervisory level.
Must have seven years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector. One year of experience must have been at a supervisory level. A Bachelor’s degree may substitute for four years of the non-supervisory experience. A Master’s degree may substitute for one year of the non-supervisory experience.
Duties Description The Chief Compliance Officer is responsible for the development, implementation and maintenance of the NYS Thruway Authority’s Compliance Program to assure that contractors, subcontractors, consultants, public organizations, disadvantage/minority/women businesses (D/M/WBE) and service disabled veterans businesses (SDVOB) comply with Federal and State statues, rules, regulations, policies and Executive Orders that are associated with the D/M/WBE and SDVOB programs. Responsibilities include developing policies, procedures, and reporting requirements, interpreting statues, rules and regulations, monitoring/reviewing program effectiveness and recommending changes, assigning staff to special projects, and supervising subordinate staff. Further, this position is responsible for the development and monitoring of M/WBE and SDVOB goal plans. Serve as the Authority’s spokesperson on compliance issues; may represent the Executive Director in areas associated with M/WBE compliance issues. Develops, implements, and conducts an outreach program to encourage acceptance, support and understanding of the program.
Additional Comments Incumbent in this position will have the Civil Service title of Compliance Specialist 2 and will be compensated at the grade 27 level.
