Knowledge of fee-for-service rate settings as well as strong supervisory and communication skills.

Duties Description The incumbent of this position will manage all rate setting functions within the Bureau of Residential Health Care Rate Setting. The position will assist with the development and maintenance of the Medicaid fee-for-service nursing home operating and capital rates for Article 28 providers, personal care rates, certified home health agency rates, foster care rates, assisted living program rates, and hospice rates. This position will also oversee the collection of Minimum Data Set census data which supports acuity rate increases to nursing homes twice a year (January and July). The position will also oversee the rates loaded to the eMedNY payment system for these services. In addition to rate development, the incumbent will be responsible for the maintenance of the nursing home and other long-term care rate information on the Department’s public website, the development and submission of regulations and State Plan Amendments pertaining to these rates, and managing all the State Plan Amendments for the Medicaid Program.
